  • 29 Nov 2018 in National Assembly: I have seen a few of these SACCOs like the boda boda SACCOs in some areas are already using the mobile money system linked with the banks like Equity. I have seen them utilising that system. They save from home. They do not have to go to the bank. Therefore, it saves them the cost of moving to where bank branches are. The introduction of ICT generally should encompass other sectors. view
  • 29 Nov 2018 in National Assembly: The second reason I support this Bill is the question of SACCOs. When we expand SACCO societies, it will increase the available amount of money to the public and for business at a low cost of interest. Most SACCOs, as you realise, charge a very low percentage of interest to the members in terms of acquiring loans. With this, we believe the cost of loans will go down as long as they will have a greater base in terms of coverage. view
  • 29 Nov 2018 in National Assembly: This Bill will help in enhancing resource mobilisation through these SACCOs. We believe that even the filing system itself will make it easier for Government to monitor and also for other institutions that are interested in SACCO performances, for example, those who may be interested in funding or supporting the growth of SACCOs. As our Chairman of the Departmental Committee on Administration and National Security has indicated, this Bill is meant to provide for a procedure for the assumption of office of the governor and provide for the ceremonies surrounding it. Deputy Speaker for giving me this opportunity to ask my Question to the Cabinet Secretary for Education. a) Is the Cabinet Secretary aware that thousands of Kenyan students who graduated in foreign countries, especially Uganda, have had challenges in ensuring foreign qualifications attained are converted to Kenyan equivalents? b) Could the Cabinet Secretary for Education explain the due procedures required to equate education qualifications obtained in Uganda to those under our national systems? c) What measures is the Ministry taking to fast-track the process of equating and converting these foreign qualifications? view

I also rise to support this Report on the audited financial statements for the political parties fund for the year ending June 2017. I want to point out that political parties in Africa are personalised and they do not have funding. The main problem with lack of institutionalisation of these political parties is lack of funding. When parties are given funds to be managed, it is quite critical that they manage them properly. Many of the parties’ members make contributions. With enhanced funding, we believe that members do not need to spend quite a lot to strengthen the parties. The biggest problem that we have in our schools, especially for expansion purposes, is land given that the prices are not standardised. It is important that we develop a policy guideline and allocate funds to enable public schools acquire land.
