In the vetting exercise we did as the Departmental Committee of Administration and National Security, we found all the nominees were quite qualified in line with the Constitution and the Public Service Commission Act, No.10. In terms of experience, all of them had good grounding public service experience in various institutions. Part of the gap that we were trying to fill as Members of this Committee was the question of the speaker assuming office. But in the Act, there is a provision that in the event the speaker is acting, he will only do so for 90 days. Within that period there will be an election. view
  • 5 Dec 2018 in National Assembly: Initially, we had the question of governors. When a governor ceases or dies in office, automatically the deputy governor takes over. In the absence of deputy governor, this is where this gap was to be filled. There was no provision for that as this Bill was focusing on the assumption of office. The procedure and ceremonies for taking over and handing over were not there. So, I think the proposal by Hon. Millie will be taken care of in the Act and we have taken note. Thank you.   • 29 Nov 2018 in National Assembly: I support this Bill for two main reasons. The issue of introducing ICT will bring efficiency and effectiveness in terms of reporting. Not only on reporting but also in sharing information which can be available to both members and other organisations that are interested in the SACCOs. This, in itself will promote and increase trust among the members because one of the things that have let down a number of SACCOs is where information is not shared and it becomes difficult for members to understand particularly where management of SACCOs goes down.
