  • 5 Apr 2017 in National Assembly: THAT, the Kenya Planters Co-operative Union Limited (KPCU) is a farmers-owned institution, whose membership comprises of over 700,000 small scale farmers represented by over 300 co-operatives and about 2,000 estate farmers owning small, medium and large scale farms. THAT, KPCU’s mandate is to market coffee produce on behalf of coffee cooperative societies; view
  • 5 Apr 2017 in National Assembly: THAT, in the year 2008/2009, KPCU sold coffee valued at US$148,378.09 belonging to Karithathi Farmers’ Co-operative Society, but did not remit the proceeds to the said cooperative society; THAT, this has caused serious anguish to the coffee farmers and the cooperative society; THAT, efforts to resolve the matter with the relevant authorities have been futile; and, THAT, the issues in respect of which this Petition is made are not pending before any court of law, constitutional or legal body. Therefore, your humble Petitioners pray that the National Assembly, through the Departmental Committee on Agriculture, Livestock and Cooperatives: i. Causes an ... view
  • 22 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to make a contribution on the fourth State of the Nation Address by His Excellency the President. At the outset, I would like to congratulate the President for bringing a very balanced and inclusive Speech. I would just mention a few things which are of great concern to me. The first issue I want to address is devolution. When we passed the new Constitution in 2010, there was this feeling that the Constitution was not perfect and 20 per cent was not good enough. The 20 per cent which ... view
  • 22 Mar 2017 in National Assembly: one is economic devolution. In terms of economic devolution, it has worked almost 100 per cent. That is because counties in every corner of this country are able to get direct money which they can use for the development of their own people. This has given access to services to the common mwananchi all the way to the lowest echelons of the society. When you come to political devolution, there is something that needs to be done. There is a problem in the 47 counties because in terms of politics and the way they manage themselves, some of them are ... view
  • 22 Feb 2017 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to make contribution to this Statute Law (Miscellaneous Amendments) (No. 2) Bill. At the outset, I would like to say that I support these amendments. I will make reference to only a few of them to support my case. The first observation that I would like to make on this Bill is that there are changes in the terminologies. Those changes are actually meant for the Acts to conform to the new Constitution, which is quite in order. An example is changing the word from “Minister” to “Cabinet Secretary.” That is ... view
  • 22 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to make my contribution to the Policy Paper. This is the Sessional Paper No.2 on the National Building Maintenance Policy. To begin with, I support the Policy Paper which is long overdue. It should have been tabled a long time ago. When I look at Nairobi and its environs, just like any one of us, you can see the type of uncoordinated buildings that we have constructed. Some buildings in some estates are not maintainable - if there is a term of that nature. Starting from construction, some buildings have been ... view
  • 22 Feb 2017 in National Assembly: Some buildings in Nairobi, although occupied by human beings, are not habitable because they are not safe. These guidelines are important and should be followed, so that whatever is put up stands the test of time. That way, the investor is assured of getting value for his or her money. view
  • 22 Feb 2017 in National Assembly: The other thing about this policy is that it will be proactive. It will be shared between the national Government and county governments. That brings up to the issue of the need to do things in a coordinated way. Right now, we have 47 counties and the national Government and we need to have a uniform way of planning cities and maintaining buildings in the cities. In other words, this Policy Paper calls for coordinated investment and it will go a long way to ensure that we have sanity in the sector. view
  • 22 Feb 2017 in National Assembly: Finally, as we approve the Sessional Paper, people who have already invested in this built environment in some areas will have to know that the policy is going to be painful because buildings which will be found unhabitable--- ` view
