The other aspect is salaries. Most county government appointees earn very hefty salaries. Their jobs are very lucrative. This is not something we can take for granted. They are people who are remunerated and hold serious responsibilities. So, these appointments should be done professionally. There is also need for harmonisation because we have officers serving in the same areas under the national Government arrangement. Something has been mentioned about the requirement of Higher Loans’ Board (HELB) clearance which may affect young graduates. The important thing to be considered is whether the candidate has been paying loans or not. As long as one has been repaying the loan, he or she should be cleared.

This Bill has come at the right time because the banking system in Kenya has not been customer friendly. It has been operating on a top-bottom approach. It is high time issues that concern the common banker are put into consideration. By so doing, Kenyans will have confidence in the banking system and this will help develop the nation. Finally, this Bill calls on banks that flout regulations to be held accountable and punitive measures put in place. This will ensure that if a bank violates the banking regulations, they are held accountable. The fine which has been proposed in the Bill of Kshs1 million shillings is quite adequate. Thank you, Hon. Temporary Deputy Speaker, I will be very brief. I will speak for only two minutes. I have a lot of respect for Hon. (Dr.) Nyikal. I am surprised that this point of order is being raised when I have been given an opportunity. It could have been very relevant when the Leader of the Majority Party was giving us free advice which some of us did not agree with.

You can still support a regime by using informed advocacy. There is a difference between sycophancy and informed activism. Hon. Duale is in that office because he made it to be an activist and at the same he contributed to the party. Coming to the Motion on the appointment of Members to the Departmental Committee on Justice and Legal Affairs, I find it very surprising that this list had been withdrawn for certain reasons. When I consulted, I was told that the list was withdrawn for consultation.
