  • 21 Apr 2016 in National Assembly: As I conclude, this Bill purposes to empower as many women as possible. In the next 20 years, this Bill seeks to ensure that we will have more than two-thirds or more than 50 per cent women in this House. As representatives of the people, we must be objective to ensure that we set a framework that will take us forward in getting more women in our institutions. view
  • 21 Apr 2016 in National Assembly: Hon. Temporary Deputy Speaker, we are only talking about the National Assembly, Senate and the county assemblies. What about the Council of Governors (CoG)? Is it a constitutional organ? If it is not, I rest my case. Are we making any efforts to ensure that we have one-third women governors in this country? That is the strength of the matter. As it is now, the governors are the custodians of the resources in the counties. If you want women and youth to access those resources, then it is important that the voice of a woman is heard in the CoG. ... view
  • 20 Apr 2016 in National Assembly: Hon. Deputy Speaker, I thank you for giving me this opportunity to contribute to the Mediated Version of the Climate Change Bill. First and foremost, I would like to congratulate my friend, Hon. Ottichilo, for working very hard for very many years to ensure that we have a legal framework that takes care of climate change in this country. It is a fact that the climate of the world and, not just of Kenya, is changing at an alarming rate. This is mainly because of anthropogenic activities. These are activities by human beings. Human activities are a big threat to ... view
  • 20 Apr 2016 in National Assembly: The threat to environment and climate in general has already been manifested and the impact is being felt at the grassroots level. In some regions and areas where the Government cannot reach, there is active participation by the civil society. So, if we exclude the civil society, it will mean that the work that is being done in remote areas where the Government cannot reach is going to end. We will remain with a debilitated environment. In terms of global financing, the civil society is receiving a lot of money. In fact, it is receiving more money than the Government ... view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to add my voice to this important Bill. This Bill is mainly centred on curbing interest rates. It has come at the right time. In fact, it is long overdue because Kenyans have suffered for long. One of the pillars of this economy and which has supported the economies of other countries is SMEs and micro enterprises as well. With the current bank interest rates in Kenya, SMEs cannot depend on banks to access seed capital. If you cannot get seed capital for SMEs, it means that the poor and the ... view
  • 13 Apr 2016 in National Assembly: moment, it is not viable for small investors to have the risk-taking propensity that will push them to borrow from banks to start small initiatives. With those few remarks, I support the Bill. I strongly request the Members to support this initiative. When this Bill is finalised by the House, we hope that the President will assent to it to become law. view
  • 16 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I support the amendment as proposed by the Chair. This amendment is going to make the Fund accessible to a wider cross section of the community and as stated in the Order Paper, it is going to promote innovation. I support. view
  • 16 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I want to support this amendment as proposed by the Chair. This encourages a competitive and transparent process of appointing members of the board. The Director-General is a very key person in the KFSB and the general management of forests in Kenya. It is very important for him or her to be a member of the board. view
  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I also rise to support this important amendment. view
  • 25 Feb 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Motion. At the outset, I oppose this Report. Like previous speakers have said, this Report is misleading. The issue of three years applies to the transfer of functions from the national Government to the county governments. It does not really directly refer to the life or the extension of the life of the Transition Authority. This is the first Government which was elected and works under the new Constitution. We cannot be unjust to ignore the difficulties that we have gone through as a nation, ... view
