  • 6 Sep 2012 in National Assembly: Thank you, Mr. Speaker, Sir. You have a responsibility to this House in terms of maintaining its dignity and decorum. That is why we have Standing Orders. The Chair has been implicated in this matter; that the Chair was changed for purposes of determining the outcome. I would like you to find it offensive that, one, those of us who sit in the Speaker’s Panel, it is you who allocates those duties and we never do it because it is convenient to us. Two, when it comes to voting, there is electronic voting. What the hon. Member said suggests that ... view
  • 6 Sep 2012 in National Assembly: Mr. Washiali, you need to indicate whether you are holding brief for the Committee or you are just speaking for yourself. view
  • 5 Sep 2012 in National Assembly: Mr. Speaker, Sir, I also wanted to support this Procedural Motion. You gave us a responsibility to look at what was tabled. In looking at those things, we found that it was very difficult to do a good job. I also want to second the sentiments by Mr. Ruto on the IEBC. The IEBC seems to be pushing us to the wall. It does not seem to appreciate the deadlines that have been provided for by law. The Government must be very clear, and this House should send a very strong message to the IEBC and all other Commissions that ... view

  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I want to support the Motion and in supporting it, I want to stick to two things because of time limitations. First, I want to speak to the Minister for Justice, National Cohesion and Constitutional Affairs. He must manage the IEBC. I know it is an independent Commission but independence does not mean encroaching the independence of another institution; the independence of our calendar as a Parliament. He has admitted that he tabled the documents on 30th August, 2012 yet he knew that that was the last day for us to work. The next day would ... view
  • 5 Sep 2012 in National Assembly: Order, hon. Members! We are at the Committee of the Whole House Stage to consider the Elections (Amendment) Bill, Bill No.45 of 2012. view
  • 5 Sep 2012 in National Assembly: Order, hon. Members. If you look at the period that hon. Gumbo is referring to, you will see that he is principally talking about the 90 days and the amendment Bill is reducing that period to 60 days, because of the fact that we already have a fixed date. My understanding is that this is for the next elections. The original spirit of the Act should prevail. We are just managing an interim arrangement. So, I do not know what the Chair will say and the Minister too. view
  • 5 Sep 2012 in National Assembly: So, are you agreeing with Eng. Gumbo or you are negating his amendment? view
  • 5 Sep 2012 in National Assembly: So, you are agreeing with Eng. Gumbo? view
  • 5 Sep 2012 in National Assembly: I think even Mr. Abdikadir is in agreement. view
