Madam Temporary Deputy Speaker, it is for hon. C. Kilonzo and he has granted me the opportunity. I want the Assistant Minister for Justice, National Cohesion and Constitutional Affairs to remember that the Constitution--- I want to inform hon. C. Kilonzo that in addition to Article 261, the entire constitutionality that is specified in the specific schedules has named only two institutions - the Attorney-General and CIC. Even the entire Cabinet is not known by the Constitution.

Thank you, Mr. Speaker, Sir. On my own behalf and that of the community of Turkana, I want to pay special homage to both hon. Saitoti and hon. Ojode. Mr. Speaker, Sir, being in the security sector, we were the direct beneficiaries of their services. When I came to this House in the Eight Parliament, I found both of them. Hon. Saitoti referred to me fondly as ole Turkan and hon. Mr. Speaker, Sir, I want to thank hon. Martha Karua for highlighting the plight of the state of infrastructure in northern Kenya in particular. If you look at all these roads, Makutano-Kapenguria-Alale connecting to Lorengiti up to Lodwar, they are in pathetic state. The question the Assistant Minister needs to answer is not whether Garsen-Witu-Mpeketoni Road will be part of LAPSSET II, which does not provide a time frame in which this particular road can be started and the amount of money allocated, could he inform the House how much money he is allocating to each county for the roads ...
