In trying to respond to Mr. Ruto’s point of order where he is supposed to be misleading the House, he has misled us even further by saying that the Ministry of Agriculture did not ask for the maize to be imported. The Permanent Secretary, Ministry of Agriculture sits in the Strategic Grain Reserve board. So, how does he divorce himself from such a committee? view

In fact, I have a document here from the Ministry of Agriculture which tries to give an introduction to the disease burden. The concluding sentence on Part I of the introduction says:- “Planting of young crops in close proximity to old crop harboring disease inoculum greatly enhanced disease spread.” This is just making my point.
