  • 30 May 2012 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for the answer. However, you will note that he stated that the data for Turkana is not available until the year 2001. He said there is no data. But I want to put it that it is because there was no awarding of scholarships. Having recognized that, if you look at the time now when they avail the data, from 2001 to 2012, they have been on average taking two children from Turkana; some of the schools are not national schools. view
  • 30 May 2012 in National Assembly: Part (c) of the Question says that the new Constitution has mandated the Government to consider affirmative action, especially from marginalized areas. What specific actions is he taking to ensure that these kids--- Last year, only five kids qualified to go to national schools and he could afford to give bursaries to only two. The rest had to go back to the local schools, because they could not afford national schools. This was wasting a serious and knowledgeable personnel from my place. What specific action is he taking not only for Turkana County, but also for all areas that have ... view
  • 30 May 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. The point raised by Mr. Mbadi was that Turkana County being the poorest, starting with my constituency, the criteria given fits the bill. That is why we are asking why the Assistant Minister is only allowing two on average. He is using averages. But when you look at averages every year, they are basically two and they are not even going to national schools. If he is looking at the Kenyan boy, that is a Turkana boy. If he is looking at a poor orphan, that is a Turkana boy. If he ... view
  • 29 May 2012 in National Assembly: Order! The issue by Mr. Kabogo was very clear and it has been an issue in this House. All the House was asking of you was to bring a list basically stating the status of the completion of these projects. You want to propose a small team and you have not even read the report. It would have been prudent for you to read the report and then know whether you are satisfied or not. Since these Questions keep coming to the House, we wanted a comprehensive statement on the status. view
  • 29 May 2012 in National Assembly: Order, hon. Members. Minister, I am sure you have seen the interest of the House in this matter. Maybe if you promise to bring the report a bit earlier, I am sure you have sufficient capacity to read a report even for a day or two so that we stop further questions on the market. Let us get an undertaking from the Minister to bring the report earlier. view
  • 29 May 2012 in National Assembly: Who do you want to inform? view
  • 29 May 2012 in National Assembly: Minister, are you interested in the information? view
  • 29 May 2012 in National Assembly: Order, hon. Members! The best way to prosecute this issue is for the report to be brought to the House and then on that basis, you can now make your interventions. Mr. Wambugu, I think even your last question would just wait for the report. view
  • 29 May 2012 in National Assembly: Order, Mr. Wambugu! It is Question Time. What is the question? view
  • 29 May 2012 in National Assembly: Order, Mr. Wambugu! I think that question has been determined. We will now go to Ordinary Questions and start with Eng. Gumbo. view
