I do not think that the Chair would entertain the contribution by the Minister for Nairobi Metropolitan Development. Being a lawyer, every Kenyan has a right to appeal if he feels that the law did not dispense justice to the person. So, if you exhaust the options available to you legally, then we can talk about a full conviction. view

  • 9 Dec 2009 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I am constrained to oppose this amendment by my good friend; a man I respect and the Chairman of the Committee, for one simple reason. The responsibility of a Minister of Government, even constitutionally, is to advise the President as a Cabinet. This amendment is trying to make a Minister of Government to be a Permanent Secretary or Accounting Officer. I do not think, in the way we arrange our business, we should entertain that as Parliament. view
