  • 9 Sep 2009 in National Assembly: On a point of order, Mr. Deputy Speaker. Is that the real Joho or is it another one? view
  • 9 Sep 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While I wish to agree with the sentiments of the House, I just want the Assistant Minister to confirm that when he consults with the hon. Member, then the Bill will surely come to this Floor because we have had instances in the past where Ministers have volunteered to assist the House and they run away with the Bill forever. view
  • 9 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move that the Office of Ministers Bill be read now a second Time. view
  • 9 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, in moving this Bill, I want to first and foremost, thank the Members before me who have made serious attempts to bring Motions of this nature to this House; Motions that never saw the light of the day and never translated into a Bill as we are witnessing today. I have in mind the hon. J.B. Muturi who brought this Motion to the House in the last Parliament. I also want hon. Members to appreciate that we are standing here in order to correct that anomaly that this House failed to address by not performing its ... view
  • 9 Sep 2009 in National Assembly: The third objective of this Bill is that a country that is poor like ours cannot afford an expanded Cabinet. We can make serious savings if we reduced the size of the Cabinet. In fact, the memorandums are saying there would be no additional expenditure that the Bill would incur. It is not even a matter of additional expenditure, we are actually going to reduce the current expenditure because on average every Cabinet Minister, will make a saving of about Kshs350,000 which is just personal emoluments. We are still talking about vehicles, running the cost of those vehicles, chase cars ... view
  • 9 Sep 2009 in National Assembly: Mr. Speaker, Sir, I think it is the duty of the Chair to ensure that this House transacts its business in an orderly and dignified manner. The gist of the matter is that the hon. Member rose on Standing Order No.76. Most hon. Members have taken advantage of this Standing Order to make a personal statement and nobody is entertained to interrogate the statement. This is especially if that person happens to be a Member of the Cabinet, and a senior Member I respect. I know the matter is serious, but this is not the place for that kind of ... view
  • 9 Sep 2009 in National Assembly: Mr. Speaker, Sir, you owe it to this House and the nation that the way in which the House conducts its business must be in accordance to the Standing Orders. Nothing more, nothing less. Uphold the rule of law. view
  • 8 Sep 2009 in National Assembly: asked the Minister for Energy:- (a) to explain the causes of the frequent power blackouts in Lodwar, which has caused damage to electrical appliances in business premises and posed a health hazard to the mortuary; and, (b) what urgent steps he is taking to rectify the current situation and ensure a reliable and steady supply of electricity to the residents. view
  • 8 Sep 2009 in National Assembly: Order, Mr. Mungatana! It is Question Time! view
  • 8 Sep 2009 in National Assembly: I think Dr. Eseli Simiyu made his case. Assistant Minister, you have not answered the Question. So, the Question shall be deferred. When are you ready to answer the Question? view
