Madam Minister, I actually thought that you would make reference to that issue when responding because subclause (6) is part of Clause 2E which she is talking about as shown on page 472 of the Order Paper. The question she is asking is whether the amendments to Clause 2E(1) and (2) do not render subclause (6) irrelevant.
