Haji on 11th October, 2006, which was replied by non other than the hon. Member for Turkana Central, in his capacity as the Assistant Minister for Planning and National Development. I was an Assistant Minister in the Government. Now, we October 22, 2008 PARLIAMENTARY DEBATES 2941 have got a new survey that is more comprehensive. view

How do I mislead the House when I have quoted the relevant provisions of the law that are talking about 2.5 per cent of the revenue, which comes to Kshs11 billion and not Kshs10 billion? Who is disputing these things? On the issue of the meeting, I made very serious reservations because I know these things. When the current President of this country was being inaugurated at Uhuru Park, he stated very clearly that the era of roadside Presidential instructions or directives or Executive decrees had come to an end.
