  • 22 Apr 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the ninth recommendation is on outdated Act, The Kenya Post Office Savings Bank Act. This is found on pages 64 to 66 of the Report. The Committee was informed that the losses incurred by the Kenya Post Office Savings Bank were as a result of inefficient management and poor investment strategies in spite of the fact that we have a whole Investments Secretary at the Treasury. Mr. Temporary Deputy Speaker, Sir, the investments were mainly in the following financial institutions, which were under receivership: Continental Bank Limited, Kshs23,372,642; Continental Credit Limited, Kshs9 million; Home Loans ... view
  • 22 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, I want to thank Members of this House who have contributed positively and favourably to the Reports of the Public Accounts Committee. We are all in agreement, hon. Members. I am happy that hon. Members have appreciated the role played by this Committee on their behalf. I know that there were many Members who were willing to contribute. Some Members even borrowed my initial notes. They wanted to read them, so that they could contribute effectively to the Motion. I appreciate that. Madam Temporary Deputy Speaker, it does not augur well for the output of this ... view
  • 16 Apr 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to contribute to the debate on the Accountants Bill. When you look at the Memorandum of Objectives in this Bill, you will see that our main objective is to review and improve the regulations of the Accountancy profession. We wish to commend the Minister for Finance for bringing this Bill to the House so that we can look at the important legislation. My friend, Mr. Githae, has talked about the need for collective responsibility on the other side. I also want to tell him that the Grand Coalition Government has also ... view
  • 16 Apr 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I have no problem with as many points of order as possible, I think it is only fair to respond to the earlier one. Mr. Temporary Deputy Speaker, Sir, with due respect to the Chair, I did not call anybody a hyena. I said that when you make certain professionals do things, it is like hyenas deciding whether to have sheep for supper or not. It is simile. I mean, what is the purpose of the English language if it not for use to make a point relevant and alive to the subject matter? view
  • 16 Apr 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I come from a pastoralist background, and I took a lot of time and pain to go through school. Therefore, I should be allowed the opportunity, having attained excellent marks in school, to display them in this Chamber! view
  • 16 Apr 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I respect the Chair and will abide by April 16, 2008 PARLIAMENTARY DEBATES 503 your ruling. Mr. Temporary Deputy Speaker, Sir, I am talking about the impact of corruption. A particular profession has a real opportunity to help this country. When we make policy statements as a Government, Parliament or nation that this country must be committed to zero-tolerance to corruption, unless we have certain professionals who are committed to ensuring that there is value for the money spent, that the projects that are funded are the right ones, and that the proper amount of ... view
  • 16 Apr 2008 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for protecting me. I would like to encourage my neighbour--- I assume he has not spoken, but he will have his chance. I will be here to listen to him. Mr. Temporary Deputy Speaker, Sir, the Government now gives funding to primary schools. The Ministry of Health came up with the cost-sharing programme. I am talking about things that matter to the local people all over this nation. We trust the accountant to certify receipts and expenditure and determine whether it is properly incurred or not. Mr. Temporary Deputy Speaker, Sir, we have ... view
  • 16 Apr 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, give him the chance, I am big enough to handle it! view
  • 16 Apr 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am guided by the Clerks-At-the Table. You see that the light is not even on! So, I have enough time! I will speak until I have exhausted myself. Do not get worried, you will get your chance. Mr. Temporary Deputy Speaker, Sir, I am actually surprised that my colleague who is an accountant can actually say district auditors and accountants are not accountants! Clause 14 of the Bill talks of the establishment of the Kenya Accountancy and Secretaries National Examinations Board. For you to become an auditor or an accountant, I am sure, you ... view
  • 15 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, although I am inclined to oppose the Procedural Motion for reasons I will adduce to later, for the sake of the business of this House and for us to continue transacting business, I wish to appeal to the House to give the Minister one more chance to ensure that we have some business. However, ordinarily, the tendency for this kind of a Procedural Motion is when the responsible Ministry has something to hide. You have to be extremely careful, especially when you are dealing with accountants. These are professionals of figures. Mr. Deputy Speaker, Sir, in ... view
