23 Apr 2008 in National Assembly:
Mr. Deputy Speaker, Sir, the tradition of the House is that I have the last word on this Question. Let me ask for your indulgence because this Assistant Minister does not understand the Question. So, he cannot answer a Question that he does not understand. Anyway, unfortunately, he is my friend. These fresh Assistant Ministers are acting like strangers in a strange land. However, more fundamentally, this is an important Question. Right now, we are talking about food prices skyrocketing and famine and drought ravaging this country. Parents cannot afford fees for their children. The money that the Assistant Minster ...

23 Apr 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I beg to move the following Motion:- THAT, given that many Kenyans do not have Identity and Voters Cards; aware that both cards are acquired at the age of 18; acknowledging the need to reduce Government operating costs; this House resolves that the two documents be combined into one to serve both functions of identity and voting. This Motion is extremely important to the pastoral regions in particular, and the nation in general. We have witnessed a lot of under-staffing, especially in the Department of the Registrar of Persons. I am glad the freshly appointed Minister ...

23 Apr 2008 in National Assembly:
I come from Lodwar! Mr. Deputy Speaker, Sir, you need an identity card in order to access other services, but where I come from those services are not available. Therefore, in the first place, they do not see why they have to buy this document at an exorbitant price of Kshs100, yet they hardly use it except for purposes of voting. Mr. Deputy Speaker, Sir, what crime have our youths committed? We ask people who cannot be in a position to be engaged in any meaningful employment, just because they have changed from being teenagers to being adults, to pay ...

23 Apr 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I can only sense a fresh breath of air. In fact, when I saw Mr. Kajwang singing bado mapabambano in the office. I called him and said at least we are getting new faces of Ministers who are excited about their positions because they want to do something for Kenyans. There is nothing that makes a Minister look serious by looking ugly and tired. In fact, it is a commitment and reflection of a desire to effect changes when you behave like Mr. Kajwang. He has just demonstrated it. How I wish all of them, ...

23 Apr 2008 in National Assembly:
, that is the village. That if you are a Somali in Bungoma, Turkana or Kisumu, you are asked to go back to Mandera border point or Wajir so that you get an identity card from there. We do not wish to hear these kind of things when this Motion is implemented. Mr. Kajwang, Pambanakabisa! In fact, if you do not know, you will not seem to appreciate the impact of what lack of voter and identity cards can do to you. It is just like week that hon. Dr. Machage and Mr. Kamama are no longer in the Cabinet. ...

22 Apr 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I am concerned that a road that was budgeted for in 2006/2007 has not been done. The Assistant Minister agrees that the survey and design works are yet to be completed. We are towards the end of the second financial year. You are aware that the Government instituted performance contracting. Mr. Deputy Speaker, Sir, is the Assistant Minister satisfied that the officers in his Ministry are doing justice to provisions of the Budget? I expect that works within a particular Budget must be completed within that particular year.

22 Apr 2008 in National Assembly:
I think it is important to mention that so that hon. Members can understand why I am here. However, I want to pay special tribute to those hon. Members for a job well done. The commitment that they had, even during the time when hon. Members were usually on recess or doing other business--- That particular Committee had the desire to ensure that the reports of the Controller and Auditor-General were brought up to date, to a period of about one or two years. Therefore, in 2003 we decided to tackle two reports per every year. That was a dramatic ...

22 Apr 2008 in National Assembly:
Mr. Deputy Speaker, Sir, there is a third contract which was awarded to Put Sarajevo Engineering Contractors in October 2001 at a contract sum of Kshs896 million. The Ministry had to pay the contracting services to Otieno Odongo who was contracted to supervise the project. The firm was paid a total of Kshs26,402,000. With four contracts, what was the contractor supervising? From Kshs146 million to almost Kshs986 million which is almost a billion, in a period of ten years, the road was not done but the money was paid! "The Committee is gravely concerned that the project was poorly designed ...
