Order, Senator! I also observed that the Members were not asking you or the Inspector-General to invite members of the police force to beat up civilians. The question was for self defense purpose, the civilian seem to be beating up police officers in uniform more easily. You said that police officers are allowed to defend themselves. Order, Sen. Kagwe. If this was a Motion, Bill or Sessional Paper, you can argue the way you wish. However, this was a specific issue. Your colleagues have already stated the basis of that question. So, let us hear the rest from the one who has information. However, it is a stated Government policy, legally binding that you do not issue work permits for skills that already exist in the country.
