  • 20 Dec 2016 in National Assembly: Hon. Speaker, in fact, I am dismayed. It is very hurting that the other side of the House purports to be following the law and the Standing Orders yet this morning they contravened all those laws and orders by stopping you from coming into the Chamber. What kind of things are they speaking about? The way they are behaving is hooliganism and they are always disrupting this House. So, you really have no business listening to them. view

Whenever the other side speaks rubbish, we do not interrupt them. Can the Member of Parliament be protected? Every Member has the right to be heard. Can the other Members be told to keep quiet while this Member is putting his point across? view

  • 22 Mar 2016 in National Assembly: Thank you, Hon. Speaker. This issue of de-whipping members from Committees needs a very sober decision. This is because Members of Parliament in a democratic space must be free to give their wisdom and whatever they feel is right. It is very bad for them to be checked to the extent that they have to look back before saying what they want to say. We are going towards elections. Members must be left free to exercise their democratic rights. view

  • 9 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I stand to support that Petition. The people of Balambala, which is in Garissa County, are suffering. The river has changed its course. It is over 50 years since we got Independence, but people from that area still lack water. We all know water is life. Sometimes, I really wonder why our area is marginalised. The attention of subsequent governments has never been there, including the county government now. Why do I say so? We have been hearing of massive scandals at the NYS. On pending business before the Committee as at 28th October, 2015, the following is the status of the report of the business pending before the Departmental Committee on Defence and Foreign Relations: Firstly, we have the Kenya Defence Forces (Amendment) Bill 2015. The Bill went through the First Reading in August 2015. The Committee subjected the Bill to public participation pursuant to Article 118 of the Constitution, as read together with Standing Order No. 127, and was subsequently adopted through a report on the same on 19th October 2015.   • 28 Oct 2015 in National Assembly: Thirdly, the Military Veterans Bill 2013: The Bill was read a Second Time on 4th December 2014. The Bill is waiting to be committed to the Committee of the whole House, pursuant to Standing Order No. 130. Petition regarding the alleged continued occupation of Migingo and Ogingo Islands by Ugandan security forces. The Committee considered a report on the Petition on 19th October 2015 and made further amendments. The Report is now waiting to be adopted by the Committee as amended. Hon.
