  • 8 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I support this Bill. Devolution was at the heart of Kenyans during the constitution-making process because we wanted equitble distribution of the resources of Kenya. There are places which have been highly developed for the last 50 years, while others have been marginalized. I can see the same marginalization going on at the national Treasury. This is because they are trying to give us some rules. Up to now, we do not know the criteria they will use or they have used to equitably divide the resources. Nairobi view
  • 8 May 2013 in National Assembly: Hon. Deputy Speaker, this is a House of rules and I am also talking for posterity. When hon. Ng’ongo stands up on points of order and cites the Standing Orders he needs also to respect those Standing Orders. view

  • 8 May 2013 in National Assembly: Hon. Deputy Speaker, I have made my point anyway. We want the revenue to be allocated properly. The Budget Committee needs to be formed immediately not only for the purpose of this Bill, but because there are many things that will be forwarded to it for scrutiny. That way, the marginalized people and others will be given fair chances and they will benefit from fair contribution. view

  • 2 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. Is it in order for hon. Jakoyo Midiwo to try to ignore the rules of the House and try to tell us what he thinks from his head about other things? Is he in order? view
  • 24 Apr 2013 in National Assembly: Hon. Speaker, Sir, it is true that these incidences have been happening in Garissa constantly for two years now. The people who are being maimed and killed are non-Somalis. The place called Kwa Chege has been hit many times before. It is only 200 metres away from Garissa Police Station. What difference is the Government going to make now? Sacking and transferring officers is not answer to those things. I am seeking another clarification. The police deserted the town. They have refused to mount road blocks; and they have refused to patrol simply because they are view
  • 23 Apr 2013 in National Assembly: Hon. Speaker Sir, although I was not on time when hon. Ng’ongo was speaking, I just wanted to correct him that it is not a select committee that has chosen these people; it is the House Business Committee (HBC). That correction should be made. I also stand up to support those four people that have been mentioned. I think they have been selected properly and I am sure they are going to execute their duties properly. I support! view
  • 18 Apr 2013 in National Assembly: Thank you, Hon. Speaker, Sir. As you realize, this wonderful lady from the Coast has done wonderful things. I will take this opportunity also to thank the people of Fafi, Garissa County, for electing me back after keeping me in the cold for ten years. view
