  • 18 Sep 2013 in National Assembly: Thank you, hon. Speaker, Sir. I would like to give an answer to hon. Gumbo in three weeks’ time because the Cabinet Secretary in charge of Foreign Affairs might be out of the country because of the United Nations issues. So, three weeks will be very adequate. Thank you. Most obliged. view
  • 18 Sep 2013 in National Assembly: Thank you, hon. Speaker. Questions that have been asked by Members of Parliament and the answers given are very crucial to all Members of Parliament, so that we do not have a repeat of the same questions. Some of us are inside the House while others are sometimes away. Would it be in order that we get these answers or Statements circulated when they are tabled in the House? Most of them are given verbally? I have not seen even one single Statement or answer that has been answered through either our e-mails or offices. We would like a direction ... view
  • 17 Jul 2013 in National Assembly: Thank you, hon. Speaker. I support the Motion. view
  • 17 Jul 2013 in National Assembly: Hon. Speaker, my constituency is one of those areas that are affected by the draining of water to River Tana. In our area, the Tana and Athi River Development Authority (TARDA) is known as “Tana River Destroying Authority”. The Kenya Electricity Generation Company is also known as “Kenya Generating Problems”. Those are the kinds of jokes we always make about the two bodies in that area. Why? It is because thousands and thousands of people are displaced. Properties worth millions of shillings are destroyed. People lose their livelihoods. It looks like any other English word when we say it here ... view
  • 17 Jul 2013 in National Assembly: Hon. Speaker, this is not a one day thing. It is something which recurs every time there are heavy rains in the country. The people who bear the brunt of the floods are the very poor members of society. For instance, in Garissa County, the constituencies that are mostly affected are Mbalambala, Garissa Town, Fafi and Ijara. Those are places where people are lacking water for their livestock. I wonder why such kind of water is released in full force while people upstream suffer from lack of water. On the other side of River Tana, there are poor people like ... view
  • 17 Jul 2013 in National Assembly: The TARDA has never developed anything along Tana River. We do not see its benefits. So, it is not only compensation that we need. We need a solution to this problem. There are several hundreds of farmers along River Tana. Just think of yourself being a farmer. You wake up one morning and find that floods have swept across your farmland and destroyed your water pump engine. All the irrigation canals in our farm have been destroyed. You had planted almost 200 mango trees, which have also been swept away. All your crops are gone and you had really invested ... view
  • 16 Jul 2013 in National Assembly: Hon. Speaker, I support the Procedural Motion. I would, however, like to urge hon. Members to scrutinize these Bills properly. You know same sex marriages could be introduced. You never know! Recently, when President Obama was visiting Africa, he was trying to force some African countries to accept it. We better scrutinize the Marriage Bill carefully so that same sex marriage is not introduced in this country. view
  • 3 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I also support the Petition. That area has been notorious for accidents; if you read newspapers, all the time it is reported that Kenyans are losing their lives on a daily basis. It is not only in that area but accidents occur in many areas. Putting speed bumps costs a small amount of money compared to the value of human life. Recently, His Excellency the President went to Uganda and the regional leaders discussed how to fast track construction of roads, so that goods can reach their destinations faster. That means vehicles will be travelling ... view

  • 26 Jun 2013 in National Assembly: On a point of order, Madam Deputy Speaker. I want your guidance. Every Wednesday we pass so many Motions, private or party sponsored. We are told that they are taken to the Committee on Implementation. So far, we have passed so many Motions. Are they binding? Can we be guided because some of them are very important Motions, yet we do not see the fruits from them? view
