  • 8 Jan 2013 in National Assembly: Mr. Speaker, Sir, although I have not received any written reply, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Is the Minister aware that a police officer attached to Makuyu Police Station shot dead a 19 year old boy who was coming from church on 24th December, 2012 and, if so, why? (b) Could the Minister confirm that the involved officer acted on instructions from Mr. Charles Oyoo, a senior watchman from Kakuzi Ltd.? (c) What legal action has been taken against the involved officer? view
  • 8 Jan 2013 in National Assembly: Mr. Speaker, Sir, whereas I appreciate the explanation that has been given by the Assistant Minister which, indeed, explains to a great extent what transpired on that fateful night, let the Assistant Minister note that, that was Christmas Eve. That young man aged 19 years was, indeed, in the company of other young men and were coming from Don Bosco Catholic Church. They were doing what young people usually view
  • 8 Jan 2013 in National Assembly: Mr. Speaker, Sir, whereas it is regrettable that when Mr. Munene was taken to court, he was actually released on peanuts; Kshs5,000 and a surety of Kshs20,000. That is in the jurisdiction of the courts. What action has been taken against the police officer who fired the fatal bullet? Will justice be done in the long run or short run, so that at least, in eyes of the public, it will be known that this Assistant Minister or Government did all he could to ameliorate the suffering and pain of this family? view
  • 2 Jan 2013 in National Assembly: Mr. Speaker, Sir, I appreciate that the Minister for Finance is saying that they are able to lay the Budget Policy Statement (BPS) about two months before the stipulated time in the Public Finance Management Act, which should be by 15th of February but he does know that by 15th of February, this House will not be sitting. Therefore, the law requires that once the Minister lays this Statement, the Statement shall be committed to the various departmental Committees to conduct engagements, discussions and consultations with the line Ministries with a view to making an input so as to enable ... view
  • 2 Jan 2013 in National Assembly: Thank you very much, Mr. Speaker, Sir for giving me a chance to also thank the Prime Minister for initiating debate in paying tribute to ourselves as hon. Members of this Tenth Parliament simply because even though hon. Members of this House have been applauded by the President himself for having done and achieved a record passage of Bills, the public sometimes chooses not to appreciate what Members of Parliament do. The other day, we passed the Omnibus Statute Law (Miscellaneous Amendment) Bill and even though the Bill had meant a lot for what work is set for this House, ... view
  • 2 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me a chance to speak on this session of Parliament in 2013. I want to wish you well and polesana for the loss of your councillor. I also want to comment Dr. Monda for bringing to the House this important Bill to become law. I can see that hon. Members are out to support it without any exception. It is good for us to note that there before, drugs and pharmaceutical items used to be transported from the central medical stores. Kenyans used to suffer because they did not know how ... view
  • 27 Dec 2012 in National Assembly: Mr. Chairman, Sir, the one that we have just passed is different from the one I am proposing, so it cannot be overtaken by events. view
  • 27 Dec 2012 in National Assembly: Mr. Chairman, Sir, I would put it to the Attorney-General that the section that he has deleted is a typo. You are talking about a section changing the name from “county assembly” to a different phrase. The one I specifically refer to is Section 40 (3). view
  • 27 Dec 2012 in National Assembly: Mr. Chairman, Sir, it has not been deleted. We are talking about Section 40 and he is referring to a different one. view
  • 20 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to appreciate the Minister’s decision to borrow from domestic sources to fund the CDF fully. However, I also want to bring to his attention to the fact that my Budget Committee has occasionally and severally raised the matter of under-collection of targeted revenues by the Kenya Revenue Authority (KRA) and its other affiliate collecting agencies. The KRA holds the view that the Treasury, which is here represented by the Minister, also ties its capacity to collect target revenues because of its inability to fund its requisite provisionary allowed legal amounts of 2 per ... view
