(a) Is the Minister aware that seven families were left homeless when fire gutted their houses on 23rd March, 2006 in Maragua Township? (b) Is he further aware that the Maragua Town Council does not have any form of fire- fighting equipment despite being the main town in Maragua District? (c) When will the Ministry provide Maragua with a fire engine to prevent such kind of tragedy in future in this fast growing township? view

If this fire- fighting equipment had been available in Maragua, the seven families whose houses were gutted down would not have been left homeless. There were very spirited attempts to rescue their properties. Indeed, two persons sustained physical harm in the process of putting off that fire.   • 4 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister says there is a need for surrounding local authorities to organise themselves within a certain region, so that they pool resources together and secure this fire- fighting equipment. The other day, we saw the Ministry of Local Government declining to receive fire-fighting equipment from a donor in the United Kingdom, yet they knew that small townships that are not able to acquire this equipment are still facing this problem.   • 26 Apr 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to support this very important Motion. The Motion proposes what should have happened many years ago. This Motion is long overdue. It worries me that we are talking about our transport and communication system being inadequate and out of place when the neighbouring countries of Tanzania and Uganda which got their independence after us have road networks and port systems that work better than ours. view

If you consider the railway network, currently we cannot talk about a railway system that serves this country effectively. There were times when we used to have people and cargo transported by railway from Mombasa to Nanyuki, Mombasa to Kisumu and to other destinations.   • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, while thanking the Assistant Minister for the answer, you have heard him accept that the Ministry is not aware that teachers who are in service under the TSC retire every month because they were not deployed at the same time or month. It is curious to note that the Assistant Minister is unaware that teachers retire every month. The Assistant Minister has told us that the TSC has lapsed in implementing the existing policy of teacher replacement after retirement.   • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I want the Assistant Minister to tell us what he will do because free primary education is being undermined and sabotaged by lack of teachers in our schools. The teacher/pupil ratio is very high! I have many classrooms which are hosting 100 pupils per one teacher. It is inconceivable for one teacher to handle 100 pupils! Is the Assistant Minister aware of those discrepancies? What is he going to do to ensure that free primary education is successful?
