Mr. Speaker, Sir, I want to sincerely thank the Assistant Minister. Indeed, that should have been the correct position. So far, the matter has been ambiguous. Now that he has issued express instructions to dishonour any further injunctions from whichever organisation, whether Murata or Mugama, I want to thank him and ask that the same be adhered to. We should ensure that it takes effect.

asked the Minister for Co-operative Development and Marketing:- (a) who owns the Murata Farmers SACCO Society and Mugama Farmers Co-operative Society and how the two societies are related; and, (b) whether he is aware that Murata Farmers SACCO Society is demanding an outstanding loan arrears from coffee farmers in Murang'a South District and threatening to attach their properties although the farmers acquired the loans from Mugama Farmers Co-operative Society, where they are members and not Murata Farmers SACCO Society?

asked the Minister for Water and Irrigation:- (a) whether he is aware that Maragua Township has not had piped water since Independence; (b) whether he is further aware that there exists a water supply line from Kigumo Constituency Water Scheme which does not have capacity to supply Maragua Town; and, (c) what urgent plans he has to supply the town with water.

Mr. Speaker, Sir, I wish to thank the Assistant Minister for that answer. I want to note that he appreciates that this town has not had sufficient supply of piped water since Independence. He also appreciates that the water is supplied on a rationing basis and it is drawn from a low-yielding borehole. He has said that some studies are being undertaken. Mr. Speaker, Sir, it would be in order for the Ministry to include this project in the forthcoming Budget estimates. I would only be kind enough to liaise with the Ministry to know how much more money may be required so that it can be supplemented from the local authority. I would like to thank the Assistant Minister for promising that the estimates are going to be provided for in the forthcoming Budget.

Thank you, Mr. Deputy Speaker, Sir. I want to get a clear answer from the Minster. We have read Press reports citing his inability to instil discipline in our road sector, purportedly due lack of harmonisation between the Ministry of Public Administration and National Security and his Ministry. Many people continue to lose their lives on our roads. Among the recommendations of that policy is the establishment of an authority to deal with transport matters. Mr. Speaker, Sir, I want to thank the Assistant Minister for that elaborate answer. I appreciate that the Assistant Minister may not have been on the ground where this Question arises. Could the Assistant Minister inform the House when the purported title deeds numbering 108 can be collected? Secondly, could he also tell the House why, for two consecutive weekends, the offices of Maragua County Council have had to be guarded by Administration Police officers facilitated by the District Commissioner of the area purportedly to prevent any fraudulent interference with the documents of Maragua County Council accruing from alleged malpractices ...

Mr. Speaker, Sir, I want the Assistant Minister to get the difference. Here is a case that has been pending in court for three years but the matter that I raised now pertains to a Question a month ago, where councillors of the area have resolved incouncil meetings, according to the minutes which I have a copy of, that the clerk to the council proceeds on leave and that members resolved that the council chairman should step aside to pave way for investigations.
