Mr. Temporary Deputy Speaker, Sir, the relevant Ministry has failed to bring to the House the Ndung'u Report. The repossession of land is not going on as was recommended by the same Report. The Government has failed to bring to this House the Ndung'u Report which has findings about land that was grabbed a long time ago. The Report also recommends repossession of the grabbed land. In Maragua Constituency, we know of land that was grabbed. We went there, as members of the public, to repossess it. Mr. Deputy Speaker, Sir, I wish to bring to the attention of the Assistant Minister that this problem is not confined in Kirinyaga District only. Maragua District is the third largest producer of horticultural produce in this country. It is only after Machakos and Meru Central districts. We know that horticultural produce is the number one export for Kenya. However, when you go back to where the produce comes from, you cannot explain the discrepancy. asked the Minister for Co-operative Development and Marketing:- (a) who owns Murata Farmers SACCO Society and Mugama Farmers Co- operative Society and how the two societies are related; and, (b) whether he is aware that Murata Farmers Co-operative Society is demanding outstanding loan arrears from coffee farmers in Murang'a South District July 10, 2007 PARLIAMENTARY DEBATES 2351 and threatening to attach their properties although the farmers acquired the loans from Mugama Farmers Co-operative Society where they are members, and not Murata Farmers SACCO Society.

Mr. Speaker, Sir, I want to thank the Assistant Minister for that answer. He has agreed that, indeed, Murata Farmers SACCO is demanding money from the so-called debtors; monies that were initially loaned out by the mother organisation - Murang'a Farmers District Union. What is the justification for Murata to come behind the mother organisation and demand money from the farmers? That money was initially loaned to farmers by the mother organisation.
