  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, what informed the Minister to raise fees from Kshs100 to Kshs3,500? view
  • 11 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this important opportunity to support this Motion of Adjournment in honour of our departed friends; our colleagues, Mr. Kones and Ms. Laboso. Only the other day when we held a conference at Safari Park, I remember you advised us that the moment a Member of Parliament is elected from whichever constituency and joins this House, he or she becomes a national leader. That is why we are called Members of the National Assembly. The contributions that we make and the roles that we play in our capacities as Members of Parliament are, ... view
  • 10 Jun 2008 in National Assembly: asked the Minister for Livestock Development:- (a) whether he could confirm that most cattle dips in Maragwa are no longer functional; and, (b) what plans the Ministry has put in place to revive them. view
  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, I thank the Assistant Minister for that answer. My worry is that it has taken more than 15 years since this policy was devised in 1991 for the Government to note that the decision to hand over cattle dips, control of ticks and management of dips to the rural communities have had far reaching negative effects on the production and rearing of livestock. June 10, 2008 PARLIAMENTARY DEBATES 1093 Mr. Speaker, Sir, last weekend, people from pastoralist areas came together to lobby the Government to come up with a policy that would focus on the development of ... view
  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, it is true that Members will be in a position to help revive cattle dips across the country by using the CDF money. This is something that is possible. I know that we have many requests to put up cattle dips through the CDF money. But I would like the Assistant Minister to confirm to us when this National Livestock Policy will be brought to the House so that we do not put up cattle dips that will become white elephant projects. view
  • 30 Apr 2008 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that the budget making process is solely undertaken by the Executive arm of Government, further aware that the legislature is conferred an oversight function by the Constitution and other written laws, this House grants leave to introduce a Bill for an Act of Parliament entitled "The Fiscal Management Bill" to provide for the democratisation, regulation and oversight of the national budget making process and for connected purposes. view
  • 23 Apr 2008 in National Assembly: , asked the Minister for Education:- (a) whether he was aware that funds under the Constituency Secondary School Bursary Scheme for 2008 are yet to be released; and, (b) what plans he has to ensure that, aside from the Government's free secondary education policy, gifted but needy students are specially catered for in the scheme. view
  • 23 Apr 2008 in National Assembly: asked the Minister for Education:- (a) how much money the Government has factored into the Financial Year 2008/2009 Budget for the development of the newly-created districts; and, (b) noting that most of the new districts became operational immediately, whether there was any budgetary support in the Financial Year 2007/2008 to run the said districts. view
  • 23 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I already have an answer from the relevant Ministry. view
  • 23 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to commend the Assistant Minister for the answer. This Question arises out of the realisation that towards the end of last year, this country received clamour for the creation of new districts. Mr. Deputy Speaker, Sir, today, we are talking about 145 districts in Kenya. This means that nearly every constituency has become a district because we have 210 constituencies. It also appears that these new districts were created haphazardly without prior consideration to the needs of the people. Mr. Deputy Speaker, Sir, would I be in order to recommend that we consider making ... view
