Mr. Deputy Speaker, Sir, I appreciate the Minister's response. However, as you heard, regarding part (c) of the Question, the Minister said that his Ministry and the Authority have no immediate plans to supply water to those towns, since they fall under the mandate of other departments. Here comes the relevance and importance of having the Prime Minister coming to this House and answering questions regarding some of these cross-cutting issues. Thank you, Madam Temporary Deputy Speaker. I was describing to the hon. Members the four stages or processes that a budget of a country entails. The third one is execution. Execution is where after the budget is passed, the executing and implementing agencies or arms of an organization or Government now go out to ensure that the objectives, as were set out in the budget, are achieved. Mr. Speaker, Sir, I reckon that the Minister is saying that they will computerise the records when funds become available. My understanding is that until and unless he brings a request to this House or to the Minister for Finance, the Minister for Finance will never, on his own volition, provide money to computerise the records.
