With the enactment of the Fiscal Management Act, 2009 and coming into force of the new Standing Orders, Parliament’s role in the Budget-making process has been strengthened. For the first time since Independence, a Budget Policy Statement has been brought to this House for scrutiny and approval by Parliament. Budget approval which we do as legislators only fulfills the minimum constitutional requirement.
