  • 2 Dec 2015 in National Assembly: Thank you, Hon. Speaker. I will not talk about the trips. I wanted to inform the Leader of the Majority Party that there are some challenges which we never mentioned. We are going to meet the PSC. For example, the delay in payment of suppliers is a major challenge. If it takes six months before you pay suppliers and you expect them to supply you, it becomes hard. This also applies to procurement. The Leader of the Majority Party is talking about purchasing new items but everything gets stuck in the procurement process. It is also a challenge which we ... view

  • 6 Aug 2014 in National Assembly: Hon. Speaker I think if you look at the Constitution, I think that question is best addressed at Senate because if you look at Article 96, the role of representation of county Government and county assemblies is the work of the Senate. Unless it is dealing with the people of Isiolo as people. But I think the question is specific on county assembly of Isiolo. I think that question absorbing the powers of the Senator of that county which can be addressed at the Senate hon. Speaker. view
  • 6 Aug 2014 in National Assembly: Hon. Speaker, I am willing to answer this question but the question there has been difficulty in the day to day running of Isiolo county assembly in the past three months. This has affected the normal running of the assembly and by extension the county government. I think I am willing to answer question but I am only saying, I think we should address this question at the relevant organ of Parliament which is the Senate. view
  • 2 Jul 2013 in National Assembly: On a point of order, hon. Speaker, Sir. Is it in order for the hon. Member who was on the Floor right before me to say that, that nominee has spent time with politicians when we have Cabinet Secretaries who have been politicians and the same names were passed by the same Parliament? What is wrong with that nominee that he does not deserve to be given the opportunity to serve in that office? view
  • 2 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir, for giving me a chance to contribute to this very important Motion which deals with the lives of human beings. I think our priority as a Government is to put things right. First of all is to set a budget because emergencies are expected at any time and it is very necessary to have a budget towards disaster management. As a Government, it is necessary that it puts this into consideration. The next thing is that there are people who live in dangerous places and it is right for the Government to look ... view
  • 20 Jun 2013 in National Assembly: On a point of order, hon. Speaker, Sir. While I respect my friend, I thought he should be relevant to the subject in the Motion. We are discussing the Supplementary Estimates and the hon. Member is talking about relocation of offices from Kiambu Town to Thika Town. view
