It beats matters of prudence for an ordinary Kenyan who has done business with a county government to go to the bank and the bank asks him where he got the money to do business. It is very sad. It is important that even as we look at the accounts as presented by the audit report, we should also look at what would help us achieve a good level of efficacy. Is it possible to have an audit report that would hold officers accountable the same year or a year after the budget has lapsed? This will ensure that we do not wait for so many years to get an audit report which would be more of historical than looking at the current happenings. It is also important to point out that one of the benefits of an audit report is to improve processes. The audit report, other than pointing out those who are culpable, should point out how to improve on the processes that exist so that in using those improved processes, we can reduce the plunder of the country’s resources. view
