  • 17 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. I want to support the Motion of Adjournment that allows us, as Senators, to attend the opening ceremonies that will be held tomorrow in our respective counties. You are aware that when we promulgated our new Constitution, one of the pillars that Kenyans were excited about was that of devolution. As Senators, we are the bridge between these two levels of Government. Our absence in such meetings might allow the County Governments not to understand the very critical role that they play while at the same time recognizing the importance of certain specific roles that ... view
  • 26 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I stand to support this Motion as amended. Madam Temporary Deputy Speaker, as I speak here, yesterday I was in my constituency and I held a meeting with people who have come into my constituency from Banita. These people are anticipating that they are going to experience what the people of Tana River experienced. So, I think, this is a move that we must take. It is also in order because I think this country is going to see a lot of Parliamentary Select Committees intervening, because the institutions that we have put in place are ... view
  • 3 May 2012 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I rise to add my voice in support of this Motion seeking extension of the prescribed time to enact these Bills in question. The theme of devolution is central in our Constitution. Good management of public finance is the pillar that supports the theme of devolution. I believe that we are not setting a precedent of extension, but I also want to believe that the President must have had good reason in his declining to assent to the County Governments Bills. For that reason, it is only in order that we rise to the ... view
  • 22 Feb 2012 in National Assembly: Thank you, Mr. Speaker, Sir. On my own behalf and on behalf of the people of Kasarani Constituency, I would like to condole with the Michuki Family and the people of Kangema Constituency. In Kasarani, we have lost one of our senior most constituents. Even though much has been said about hon. Michuki, my first encounter with him was when he came to speak to us during my third year at the university. At the end of his speech, he recited a very nice poem. So, my first encounter with him was as a poet. We will miss him. We ... view

  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, let me just add my voice to that. Really, it makes no sense when the maximum number that could possibly be nominated under any circumstance is 12. The issue of any political party being allowed to give 24 names is really just for politicking, so that if you go to any area or region of this country, you can then parade the names and say: “From this community, you see, we have nominated so and so”, when you know very well that they will never reach number 20 or 21. view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to strongly oppose an extension of this sitting. If anything that touches on women issues is being rubbished by this same House that represents members of this country--- We know that this country is constituted of 52 percent women. Let it be on record--- Let me just correct hon. Mbadi. You are actually referring to the women of this country as “some people”. You have said some people are doing this and some people are doing that. They are demonstrating because their constitutional right is being violated. We will not sit in this ... view

  • 26 Aug 2011 in National Assembly: If we are going to have a constitutional crisis next year, then we had better have it this year. view
  • 26 Aug 2011 in National Assembly: Thank you, Madam Temporary Deputy Chairlady. I plead with this House to hear the proposal that is being put on the table. Honestly speaking, we are simply trying to avert a possible constitutional crisis. What we are doing here is making a statement directed to the political parties; we are just getting another voice pleading with them, to be compliant with the provisions of the new Constitution. view
