Elizabeth won the Kasarani parliamentary seat in 2007, a constituency that was previously dominated by hardened male politicians. She also served as an assistant minister in the coalition government and was ODM party’s deputy Chairperson.

Mr. Speaker, Sir, I stand to strongly support the Motion. Kenya is going through a transitional period and we are working within very strict timeframes. What we have in the promulgation of the new Constitution is just the hard disk. What we are providing to Kenyans now through the Bills is the software. So, really, if we do not pass these Bills, Kenyans will still not have a new Constitution. If we delay any of these Bills, some of which are very critical and which are supposed to guide us even through the next elections, then we might be forced ...

Mr. Deputy Speaker, Sir, I stand to support this critical Motion. I want to start by congratulating the Government for the initiatives they have undertaken and put in place. I specifically congratulate the individual wananchi who gave their Kshs10, Kshs20 towards this initiative.

As I support this Motion, I want to make a comment on one Dr. Mutua who sits in the office that is labeled “Government Spokesperson”. I do not know if he is living in the same planet as we are. What we are going through has become an international matter of concern and we have responses even from the international community. If the same Government is trying to put in place initiatives to provide food for those who are dying of hunger, and every news time we see people dying, should the Government Spokesperson actually give a contradictory statement? Is ...

Mr. Deputy Speaker, Sir, I believe that this country has got enough policies to alleviate this perennial hunger. What we are lacking is the bridge between policy formulation and implementation; I do not know if it is a creation of a few, or it is by design or a coincidence that we have had such good policies over the years. If you visit any of our libraries, we are not lacking in policies; what is lacking is the implementation. I was watching news the other day and I saw a catholic missionary who is producing maize, oranges and bananas in ...

I think what this Government is handling right now is a perennial problem that has been in place for many years, and I do not know why we cannot just have a Government of people who would put certain policies in place, and make sure they implement them in time and to ensure that we do not become an international laughing stock; every year we have to have Kenyans dying from hunger. I do not quite understand that.

Mr. Deputy Speaker, Sir, lastly, I think we are dealing with a very serious problem here and nobody, including Members of this House, should use it as a platform to make populist statements. This is a very, very serious issue. Lives are at stake; if my memory serves me well, I recall that the Prime Minister of this Republic, about eight months ago, blew the whistle and told the nation that it was time to take action. We must bear in mind that we are in this amorphous arrangement that is called a coalition Government. He did what he could ...

On a point of order, Mr. Deputy Speaker, Sir. Are the two hon. Members who have just spoken in order to mislead this House that, one, there is a militia being referred to as â Kariobangiâ when Kariobangi is an entire ward within my constituency and there is no such militia and, two, that there are problems in Mathare, which have never been brought to my attention? I have never had that problem!

Thank you, Mr. Chairman, Sir. I have listened to the contributions by hon. Members and I want to support the amendment. We looked at both sides of the coin and considered staggering the appointments, but we realized that we will create another problem because if one region, for example, has their commissioner appointed one or two years after the rest, then that region will complain that while critical decisions were being made by this very critical Commission, their region was not appropriately represented. We will not have a constitutional crisis. We want people of integrity who will put the right ...
