Thank you, Hon. Speaker for granting me the opportunity to ask Question No. 012/2019. (i) Is the Cabinet Secretary aware that schools in Butere, Navakholo, Mumias West and Malava constituencies in Kakamega County did not receive sanitary towels in the Financial Year 2017/2018? (ii) What measures has the Ministry put in place to ensure that the said schools are provided with sanitary towels, and further, that all public schools across the country are supplied with sanitary towels on time? Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to add my voice to this very important issue. When we look at Wanjiku and Awinja of Kenya we find that our women are not economically empowered, they have low levels of education. They are affected by Gender Based Violence (GBV) problems, child defilement, early school pregnancies, dependency syndrome and low self esteem.

We need to help these women. We need to put our hands together and get more women to solve these problems that are affecting them. You will agree that the delay is not very easy for women in politics. In Kakamega I can remember one Teresa Shitaha stood to be elected as a MP and she was seriously ridiculed. That is just a case in point of the problems facing Kenyans. That is why we need to first start with nomination and then afterwards women rise to other seats.

As I finish, I want to say that in as much as we are looking at the two-thirds gender rule, we must also look at guidelines of nominating women. We should look at women who have stood to be elected and maybe they become number two so that they are nominated. These women have really struggled. Therefore, we need to look at the criteria of nominating women.

If you look at the Bill of Rights, every citizen has a right to live in dignity. But you will find that those women are dejected, they are not accepted in the society and they cannot even enjoy conjugal rights. Hon. Deputy Speaker, I rise to support this Motion. While I support it, I want to say that apart from the CCTV cameras, schools are facing a lot of problems. Even outside the school, there are many rape cases happening. For example recently, in Kakamega County, Khwisero Sub-County, a pastor raped a school girl. Apart from the CCTV cameras, which are very important, we have to look at how, as parents and as a community, we can look after our students. We are looking at cases where even parents have abdicated the duty of looking after their children and left it to the schools. So, as parents, we should also intensify counselling.
