Mr. Deputy Speaker, Sir, I appreciate the comments by my colleague. I am only creating a basis on how we can handle the matter better. I started by declaring my interest and said that I applaud him. However, the way the Bill has been drafted, it will require a complete overhaul. So, I was trying to create a basis. Mr. Deputy Speaker, Sir, I declared my interest by saying that from the time I was a toddler, I have been in this sector. There are four categories of insurances; there is motor vehicles insurance, commercial vehicle insurance, private car insurance and PSV insurance. When you do not state whether it will be PSV insurance, somebody can just walk to the shop or to an insurance office, buy insurance and it will only be for private use. When it is for private use, it is not for PSV. PSV is specifically stated on the sticker as “This is PSV insurance.” ...

I want to start by letting this House know of a Kiembu saying which states that the banana leaves that are green laugh at those that have turned yellow or brown. We, who are young and working in Government do not imagine that one day we will be as old as those who are fighting for their pensions. Madam Temporary Deputy, Speaker, thank you for giving me this opportunity after a big struggle. I also support this Motion and, while supporting it, I would like to take this opportunity to remind the Executive and, specifically, the Minister for Finance that we have gone on recess when the Finance Bill is yet to be approved. He knows why it has not been approved. There are some contentious issues and he should work on them now that we have given him a chance up to 17th April, 2012. Mr. Speaker, Sir, let me take this opportunity to thank the Prime Minister for that good answer. However, I would want to hear what the Government has in store to offer guaranteed minimum returns for the main food crops, which form the staple foods of this nation. I would want to hear what he has to say, not only on maize, but even beans, so that when farmers do their farming, they can be sure of what prices they expect when they harvest their crop.

It is very sad to remember the other year the Government came up with the story aflotoxin. It was just a creation so that they could lower the prices of maize. We should hear from you, what you intend to do about the Guaranteed Minimum Returns (GMR) scheme.

Mr. Speaker, Sir, I also stand to second the amendment as introduced by my brother and neighbor. The fact of the matter is that the Embu County consists of Embus and Mbeeres and a small fraction of the Kambas who are absorbed by the Mbeeres. It is very important for this House to do that--- Even before the new Constitution, we had come up with an arrangement where we agreed to share the resources of the county together for the sake of cohesiveness. Mr. Temporary Deputy Chairman, Sir, I have a comment to make. When we propose 10 per cent in a ward which has a population of about 25,000, the standard ward size, with 10 percent we only talking about 1,500 or 2,000 voters. That threshold may be very low and it can be achieved very easily. I think we should have put the threshold at either 20 or 30 per cent or, specifically 30 per cent.
