  • 13 Apr 2011 in National Assembly: With those few words, I support. view
  • 12 Apr 2011 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make my remarks. From the outset, I would like to say that I support the Report laid on the Table of this House by the Committee on Energy, Communications and Information. I am a member of the Committee Energy, Communication and Information. It is true that this issue has attracted a lot of attention from all angles. We had a chance of meeting with the stakeholders. One of the many surprising issues is that there appears to be senior personalities within the system who are working closely ... view
  • 23 Mar 2011 in National Assembly: Mr. Speaker, Sir, I want the Prime Minister to clarify on the issue of taxes. We know that a healthy nation is a wealthy nation. The other day, we read about tax increase on drugs and medicines. We know that there is cost-sharing in our hospitals. If we are to realize economic growth, then we need to have a healthy nation. Could he tell us whether it is possible to withdraw taxes levied on drugs and medicine? Is it also possible to withdraw the cost-sharing element in Government hospitals? view
  • 24 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also stand to support this Bill. From the outset, let me say that if there is a Bill that ought to have been brought to this House earlier, it is this Tourism Bill. Mr. Temporary Deputy Speaker, Sir, I only want to mention a few issues: First, the Ministry must be on the frontline to fight on matters of security. Without good security, we will never go far. The Ministry must also push for improved infrastructure, specifically in those areas where we have tourism sites. Some of them are not developed. An example is ... view
  • 15 Dec 2010 in National Assembly: asked the Minister for Co-operative Development & Marketing:- (a) whether he is aware that since July 2010 coffee farmer SACCOs have experienced difficulties when dealing with loan defaulters; (b) when the Minister will implement the Presidential Directive to waive the arrears owed by the farmers; and, (c) what incentive the Government will offer to farmers who have painfully and with a lot of sacrifice continued to pay their loans without falling into arrears. view
  • 15 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, while the Assistant Minister is trying to justify how the Kshs5.8 billion was disbursed to the various co-operative societies to offset their balances, it is also important to note that the larger Eastern Province received only Kshs200 million. This is shocking. Could she confirm whether Embu District and also Mukurweini, specifically, were discriminated against because that is where there is a lot of hue and cry from farmers? It was even in the newspapers last week where there were a lot of attachments and actually auctioneers were going to the homesteads and carrying away the available ... view
  • 15 Dec 2010 in National Assembly: But I am loud enough! view
  • 15 Dec 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. From the analysis, the larger Eastern Province appears to only have benefitted with about Kshs200 million from the Kshs5.8 billion. I would like the Assistant minister to tell the House why some districts have not had any problems, whereas Mukurweini District was even in the newspapers last view
  • 15 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, before any co-operative society borrows money from any source, the Ministry of Co-operative Development and Marketing, through the District Co-operative Officer (DCO) must endorse that move. There is no way the co-operative societies could have gone to borrow elsewhere without the consent of the Ministry. As such, there is no way money would have been advanced to the farmers’ societies without the knowledge of the Ministry. So, there is no way the Assistant Minister can claim that, that money was borrowed without full knowledge of the Ministry, and as such, we are treating the old debt ... view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also stand to support this Report. I want to state from the outset that I am a Member of the Energy, Communications and Information Committee. Yes, there are quite a number of anomalies in the composition of KBC Board, but I would want us to separate the two issues; the issue of the CEO and the issue of the board members. The CEO was recruited; yes, they could have set qualifications that are basically meant to suit the current CEO, but we cannot penalize him because he was not the only Kenyan who would ... view
