  • 26 Sep 2012 in National Assembly: Mr. Speaker, Sir, now that the Government sounds very apologetic, can they go ahead and confirm to this House whether they are going to foot all the funeral expenses for the said victims, because this is an emergency and the Government should be seen to be acting consistently? view
  • 26 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also stand to support this Bill because we are getting into an election year. When I also look at the elections that are coming and the devolved governments, I see that some areas are prone to a lot of conflicts. An example is Embu. Embu County has the Mbeere side and the Embu side. It is going to be a very serious issue if we do not have this Commission in place. view
  • 26 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think I would just tell him to be wary of the various backgrounds we have come from. The elections that are scheduled for next year are about to bring in a lot of conflicts. Areas like Embu County are prone--- view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also rise to support this Motion. Mr. Temporary Deputy Speaker, Sir, from the outset, I would like to say that I would expect a smooth transition when the new team gets into office. This is because some of the officers who are there may have a lot of information, which will be very vital, more so when we are headed to the elections. Mr. Temporary Deputy Speaker, Sir, while pleading with the in-coming officials to handle the transitional matters very carefully, it is also important for me to send this message very strongly; that ... view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I stand to support these amendments with a number of facts. I have always stated here that I have an interest in this sector, having been a matatu operator and a national secretary-general. The Traffic Department is within the police force and it has a lot of problems. First and foremost, I would want to encourage the Minister for Transport, Mr. Kimunya, to plead with the Office of the President to transfer the traffic enforcement to his Ministry. That way, he will have a traffic department within the Ministry of Transport. As of now, there ... view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, for that reason, it is only fair that we streamline the activities of the division and also move a step forward and ensure that the OCPD, while he may be having the prerogative of even transferring those who have overstayed, there is a specific section within the Police Force. Even in the rural areas where there is only the OCS and there is no traffic, the OCPD can make enforcements when it is in line with what is expected from the division. I support. view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I want to support this amendment and give a number of reasons. One, let us remember that technology has also changed. The machines are more maneuverable. Two, the roads are better. Three, the distances they are talking about, if we limit the vehicle to a speed of 80 kilometres per hour, even to go to Mombasa it will take eight hours. Even if you would want a driver to drive for a maximum of eight hours, it is not practical. You can imagine that from Nairobi to Kakamega- I do not know the number of ... view

  • 19 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, is it in order for the Assistant Minister to feign ignorance on the fact that when you buy a product from anywhere in the market, you must know the company that is selling that product to you? When the Ministry of State for Defence went and bought an insurance cover from a company that was not stable, who should be held responsible? It is the Ministry and the Government, for that matter. Is the Ministry in order to transfer the problem to the insurance company when we know that it is the employer who is supposed ... view
