  • 19 Sep 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. In this case, the Government view
  • 19 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to mislead this House that he has no powers, when we know that the Central Bank of Kenya is directly under his docket and the Banking Act states very clearly that the Statutory Manager should be somebody appointed with the knowledge of that specific sector? We expected the Manager either to collect the taxes which the directors had avoided to pay or bring in the names of the customers who were doing dubious business through the bank, or do all that is required to protect the ... view
  • 18 Sep 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Could the Minister, as much as he says that his hands are tied on this matter--- view
  • 18 Sep 2012 in National Assembly: I just wanted to make a further comment not really on what has been discussed. Now that they are retrenching, would I be in order--- view
  • 18 Sep 2012 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this chance. Let me declare from the onset that this is the sector that has brought me up, that is, the transport sector, specifically the PSV subsector. It is even what gave me a paying goodwill which made me land in this House. Mr. Temporary Deputy Speaker, Sir, this is one sector that really requires a lot of attention. These amendments are long overdue. However, while I am supporting the Minister for having brought them in the House, there are quite a number of issues that were, perhaps, addressed with ... view
  • 18 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let it be very clear that there is no way we can achieve much with the crackdowns on the highways. We just ensure that we categorize which vehicles would be inspected quarterly or annually, or bi-annually or after three years. That is the only way we will achieve the objective of this Bill. Mr. Temporary Deputy Speaker, Sir, I would have said more, but let me just make this passionate reminder that when the law becomes harsh and excessive, it does not achieve the desired goals. With those many words, I beg support. view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, is the Minister in order to avoid answering the question? He has been given the names of the officers who have been implicated but he is deliberately avoiding to tell us what he intends to do about those who may have misguided or misled him to give an answer which does not reflect the true view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, what disciplinary action does he intend to take against the officers who have misled him? We want to be sure that in future, no Minister can give the House an answer which is an outright lie. view
  • 11 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Would I be in order to make this very strong statement? I strongly doubt whether Kenya is a sovereign State, when I look at this saga of the Charterhouse Bank. If you look at the number of questions that have been raised here severally over the closure of this bank, I always think that there is a deliberate move to either close it for good or frustrate the survival of that indigenous bank. Would I be in order to ask the Minister to tell us whether or not they have any ... view
  • 5 Sep 2012 in National Assembly: asked the Minister for Livestock Development:- (a) whether he is aware that prices of raw hides are deliberately falsified and classified as rejects to attract less duty when exported; (b) whether he could provide a list of tonnage and grades of the raw hides that have been produced per month and the corresponding exports from June, 2011 to date, indicating the producing regions (current provinces) and the exporting companies; and, (c) whether he could invoke the State Corporations Act (Cap 446) and transfer the responsibilities of duty verification from the Department view
