Mr. Speaker, Sir, while I appreciate the answer given by the Assistant Minister, it is worth noting that low quality grade of hides and skins, appears to be fairly high. In part “c” of the Question, I had requested him to transfer the function of duty verification. I had stated that it should not be duty verification, but quality verification.

Mr. Speaker, Sir, could the Assistant Minister confirm to this House why Tanzania and Uganda and other neighbouring countries have different arrangements over the same type of products? What does he intend to do to ensure that the tanneries in this country do not collapse as they are doing now?

On a point of order, Mr. Speaker, Sir. It is shocking to hear the Assistant Minister say that he is not aware of tanneries which have collapsed. Is it in order for him to mislead this House that he does not know of tanneries which have collapsed yet we know of tanneries at Githurai, Zimmerman and others in the country that have collapsed? In fact, four of them have collapsed. Is he in order to mislead this House?

Is the Minister in order to mislead this House by saying that the Ministry does not have funds when the international community and development partners are contributing money daily into the kitty of the Ministry through many activities and workshops in Naivasha, Mombasa and other hotels in

Kenya? They fund those workshops with money which could be enough to take care of the small allowances that we are proposing for the community health workers. Is the Minister in order to mislead this House that she cannot access money?

Thank you, Mr. Speaker, Sir. It is very surprising that the Assistant Minister confirms that Mr. Muoki has lived on the land for over 37 years and all of a sudden there was a change of position. That makes me wonder whether this is a case of Government officers giving the Assistant Minister wrong answer or whether it is a question of the rich frustrating the poor by using judicial process.

On a point of order, Mr. Speaker, Sir. Is the Minister in order to inform the House that he has banned holiday tuition when he has left loose all the private schools? We have not heard him addressing that issue. Private schools will take advantage and yet we know there is no quota system of admitting students even in the universities.

Mr. Chairman, Sir, in this case, we are just being confused by the language that has been used. The word “vetting” is causing a lot of anxiety. Some of us understand “vetting” to be an interview. Others understand “vetting” as compilation of a confidential report about you, which does not even involve you. It only involves the NIS gathering information about you and relaying it to the Independent Electoral and Boundaries Commission (IEBC). So, can we use a softer word to mean exactly that, so as to get out of this crisis? Let us use words like “submit information to ...
