Thank you, Hon. Speaker. Maybe with his permission, I just want to inform Hon. Ichung’wah that he referred to Hon. Rasso regarding yesterday’s issue. Hon. Rasso is a Colonel. He is a long-serving military officer. I would like to report to this House that he is one of the best Members of the Departmental Committee on Defence and Foreign Relations having served in the military. He is now going against Hon. Oimeke, who has been in the energy sector and is now joining the Departmental Committee on Energy. I believe it is double speak.

Thank you, Hon. Temporary Deputy Chairman. I agree with the amendments as proposed by the Chair and also the further amendment sought by Hon. (Dr.) Pukose. It is very important to be specific to which body we are going to submit. I want to insist on New Clause 15A(a) which is about giving evidence that the sugar they intend to import is not available in the local market. Thank you, Hon. Temporary Deputy Chairman, for giving me this chance. The amendments suggested by Hon. Tiren go to the root of the problems in the sugar industry. It is important that the Chairman expresses himself on that because he is the leader of this Bill. That way, we will all endorse it. The problem that was brought to our attention in this House is that millers import sugar on behalf of others. Therefore, let us gag the millers from importing sugar. That way, our farmers will enjoy the benefits of their sweat.

Thank you, Hon. Temporary Deputy Chairman. I want to understand the English applied in new Part 16E(a), which talks about monies remitted by the Board. We have two boards, namely, the Board of the Institute and the Sugar Board. I would want us to be very specific that the money we are talking about is from the Sugar Board to the Institute. We have to clarify that because the Institute also operates under a board and we are talking about money from the Kenya Sugar Board.

I am very perturbed when I hear the Member making a suggestion that he would want to use the NG-CDF money to deal with drought. Is he in order to register in the HANSARD of the House what is absolutely impossible? This is because the NG-CDF Act does not provide for that. Thank you.

Thank you, Hon. Deputy Speaker. I rise to support that Petition but want to seek that we have an approach in terms of policy on two issues. One is the issue of court orders. As the Committee investigates, let the Budget and Appropriations Committee and the Departmental Committee on Finance and National Planning jointly come up with a policy on how to pay court orders which are already pending before various ministries. Also, let the issue of pending bills be a policy. Let us also have a document to suggest how we are going to pay all pending bills. This ...
