  • 29 Jun 2021 in National Assembly: Thank you very much, Hon. Deputy Speaker. I want to speak with a lot of assumption that my colleagues who are Chairs are not IT challenged, because everyone got the Order Paper as early as yesterday. The information Hon. Ndindi Nyoro has shared on this Floor that the Whip is supposed to whip Members to read on a computer is purely misleading the country. By the fact that Parliament has provided IT solutions, everyone should know where he is supposed to be 24 hours in advance. Therefore, I want to call upon you, Hon. Deputy Speaker, in your capacity as ... view
  • 29 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Report of the Departmental Committee on Finance and National Planning. Revenue is the backbone of any economy in terms of planning. If you have to plan, you only plan for what you have. You cannot plan for what you do not have because your budget will definitely go out of place. Hon. Temporary Deputy Speaker, Kenya Revenue Authority is a very good organization, if well supported. I thank the Chair of the Departmental Committee on Finance and National Planning for making an early intervention in terms of visiting the ... view

  • 29 Jun 2021 in National Assembly: Hon. Temporary Deputy Speaker, this is a House of records and decorum. You have made a ruling that when we come here we must be dressed in a particular manner. I want to address myself to the learned but not so educated colleague, Hon. Kaluma. He is pointing at us with his chest. Is he in order to dress in that particular manner? view
  • 29 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Bill by the Departmental Committee on Administration and National Security. Looking at it, it is talking about the issues of succession. It is addressing the worry the public has in terms of when a new governor comes in and some staff leave while others remain. Therefore, because of that fear, we are making the County Public Service Board very strong, independent and professional. This will give confidence to the voters and the counties shall have life after a particular governor. In this House, there are various candidates for governorship ... view
  • 29 Jun 2021 in National Assembly: Also, it is good to remove the qualification of the board chair of being a certified public secretary of good public standing. I feel the inclusion of a degree is a good thing. It is not just an issue of degree, but it gives leeway to the kind of professionals to be picked upon in terms of hiring for that position, so that it does not appear to be discriminative against anybody who would want to vie or be eligible for appointment to this position. Hon Temporary Deputy Speaker, the other good thing is the issue of relegation of the ... view
  • 24 Jun 2021 in National Assembly: Thank you, Hon. Speaker. I rise to support the Petition and particularly wish it was possible that we could expand the scope of investigation such that what the Petitioner has pleaded in regard to maize seeds actually spills to the sugar-cane seeds. This is such that Kenya Sugar Research Foundation is also not really responding well in terms of giving farmers the right seeds. If it is possible, I would seek that the Chair expands the scope of the investigation. This is so that whereas he is touching on the seeds in terms of maize seeds, he can go further ... view
