Hon. Temporary Deputy Speaker, this House is governed by rules and order. Is the Member for Aldai in order to keep on criss-crossing from one chair to another despite the issues of COVID-19? He is moving in the pretext that he wants to mobilise Members to go out yet all of us are with him in terms of seeking funds for the NG-CDF. By virtue of his actions, I am worried that my Members might end up getting COVID-19. Is the Member in order to keep hopping around from one place to another?

Thank you, Hon. Speaker. On behalf of the people of Navakholo, myself and my family, allow me to pass my sincere condolences to the people of Kibwezi, those whom Hon. Ndile represented then. For instance, the Bill is proposing that the Cabinet bureaucracy be reduced or removed in totality. Should this Bill be passed, the hours taken to move the approval from the proposal, to Cabinet and back so that the person desiring to have the proposal of a Bill approved ...

The Committee has done a commendable job. This is one Bill that spurs the economy. We have to look at it from the economic perspective considering the country and the global situation in terms of economics. Times are tough and they call for a country to be innovative to know how to assist its citizens. The nature of business is that most of the capital investment belongs to the Government but the service investment belongs to the private sector. Therefore, importantly, this Bill will amalgamate both capital and service to make a seamless investment into a particular economy, say for ...
