  • 16 Feb 2021 in National Assembly: I am also touched by the issue on the hearing of a petition by a bench of three judges. Under Clause 21 of the Bill, the Bill shall provide for hearing of a petition by a three-judge bench and determine the matter within six months. By the Bill giving us timeline, it is a good thing so that we do not have a petition which will last forever. We are aware that there are some petitions which have taken years to end and have never been determined. In this House, we have the petition by Hon. Waluke which has never ... view
  • 16 Feb 2021 in National Assembly: Hon. Temporary Deputy Speaker, on the same note of the judicial corridors, there is also the right of appeal or having a High Court decision on a referendum. It is important that there should be a process of appeal. Maybe for one reason or another, the High Court might not have determined a case in the best interest, in terms of what one thinks, and he moves to the Court of Appeal. This Report appears to favour the Court of Appeal option, which I agree with, rather than proceed with consideration of six months that we have in mind. Therefore, ... view
  • 16 Feb 2021 in National Assembly: It is also good that as we go to the courts, we are certain of various aspects such as the cost that could be incurred. I am happy that in Clause 103 of the Bill, the costs have been mentioned and itemised. It is good to provide this in law rather than leave it open to the judicial officer to determine. I am also happy that the powers of the courts under Clause 102 have been settled. Therefore, when you go to court, you know the jurisdiction of the court and the level of outcome that you expect from that ... view
  • 16 Feb 2021 in National Assembly: With those many remarks, I beg to support and ask my colleagues to support this Bill. view
  • 16 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I do not want to talk on this but the next one. view
  • 22 Dec 2020 in National Assembly: Thank you, Hon. Speaker. First and foremost, allow me to thank you in two fronts: First, as the Chairman of Parliamentary Service Commission where you stood firm. As the employer of the late Hon. James Mukwe, you gave him what he required at the time of need. You did this also when he was alive. The family confirmed that you stepped in and supported the medical bills that Hon. James Mukwe had incurred. God loved him most, and He took him. Even upon that takeover, Hon. Speaker, you stood with the family as the employer and supported them to the ... view
  • 22 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Amendment Bill on various fronts. This is a factual Bill. It is a Bill that we need to debate when we have real facts with us, and know the situation at hand. I look at this Bill from two or three angles: One, based on the issues that have been raised in the VAT Act, the reduction in VAT, the reduction in Corporation Tax and the Pay as You Earn (PAYE). Coronavirus is here with us. It is not that tomorrow or the day after tomorrow, we shall be ... view
  • 22 Dec 2020 in National Assembly: the woods on the Coronavirus menace. Therefore, whatever we do must be looked into in terms of posterity and what informed the Head of State and Government to reduce taxes through the interventions that have been sent to this House. We have matured in terms of playing around with the gains that were intended to be achieved with the reduction of taxation. I got this Bill about 10 days ago. I reviewed it to understand the parameters that inform what goes to the common man in the sugar industry. When a farmer produces sugar-cane, a quarter of the gains are ... view
  • 1 Dec 2020 in National Assembly: Thank you, Hon. Speaker. I wish to comment on the Petition from residents of Lugari especially Manyonyi. Lugari Constituency is my neighbour. The concerns that they have raised actually happen. The National Environment Management Authority (NEMA) should be cognisant of the fact that approval of licences should not be confined to the environment where the mining will take place. They should consider the environment in totality in terms of the shipment of the material from where they are mining to the end user. If NEMA could consider the route from the quarry up to how lorries get to the tarmac, ... view
