Thank you, Hon. Temporary Deputy Chairman. I thank the Committee for this amendment and I support it. Most Cabinet Secretaries do not disclose what is happening under their control. The Committee has considered this and reading it together with Article 35 of the Constitution on disclosure of information, it will give the country and the people a wider knowledge on what is happening and where the money will be The electronic version of the Official Hansard Report is for information purposesonly. Thank you, Hon. Temporary Deputy Speaker. At the outset, allow me to support the Report and confirm that I am one of the farmers and I represent sugarcane farmers as well. What has touched me in the report is the revelation that Kshs4.2 billion was collected as deposits and it is still not forwarded to the Commodities Fund. I was the Vice-Chairperson of the Departmental Committee on Agriculture until one month ago. When we were doing the Budget for this year, the Commodities Fund sought for Kshs30 million just to support themselves in terms of operation. We declined but we ...

Thank you, Hon. Temporary Deputy Speaker for giving me this chance to add my voice to this Bill. At the outset, I support the Bill because it has come at the right time. In as much as it is a Bill that has come because of COVID-19, it seeks to support the situation that is in dire need of funding. This Bill should have come a long time back. I support it because it creates a credit guarantee scheme. Our population is rich in knowledge, has strength to work and is ready to support any kind of development. What makes ...

I hope Muhoroni Sugar factory is not just milling next to him. Thank you, Hon. Temporary Deputy Speaker. Let us give fresh graduates leverage here. They are young enough and have skills. All they lack is collateral to present and get capital to move on. Should they come up with it, the aged people might not compete with the young people in terms of innovation. However, if we empower these young people, they will come up with innovative talents which will improve what we are producing as a country. This Scheme will equally help the SMEs to grow in terms ...

Hon. Deputy Speaker, allow me to appreciate the comments from the Chair. As one of the constituencies that have benefited from the distribution, I would like to say that mine went on well. It was organised from my office and that of the deputy county commissioner (DCC). It is important that we get proper coordination and once we do that, we take it from the county commissioner to the DCC and this system can work very well. However, let us not politicise it in between and move on with the distribution. For my case and Kakamega County, we must say ...
