Thank you, Hon. Speaker. Navakholo is a great site in this country called Kenya and I am proud of the people of Navakholo. I rise first and foremost to second the appointment of the nominee, Mr. Harry Kimtai, as the PS for Livestock. He comes from Mt. Elgon, as you have heard. Mt. Elgon is part of the larger Western Province as it used to be. Since Independence, this is the first PS from that area. Therefore, this is a great honour for which I must thank the President of the Republic of Kenya, Hon. Uhuru Muigai, for considering this ...

summons from this House. He will comply with instructions from auditors, who will support him in running the state department. With such degree of compliance, I have no doubt but to support and second that this House considers him for appointment as the most preferred nominee for PS in the State Department for Livestock. With those many remarks, Hon. Speaker, I beg to second.

Thank you, Hon. Deputy Speaker. I rise to second the Motion as moved by the Chair. I would like to add a few things that the Chairman might not have spoken about. The objective of this new State Department is clear. The big four agenda of the Jubilee Government speak loudly. We need to do research. We do not want to do agriculture without proper research. That is why it is important that the House approves the State Department for Research and Agriculture in order for this scholar, Prof. Boga, to coordinate the Ministry in terms of research. The Ministry ...

Thank you, Hon. Speaker. First and foremost, I support the Report as it is. I would like to seek clarification from the Committee regarding the two figures appearing on page 13, the arithmetic of which is lacking. On page seven, they say that we have 554 slots. However, on paragraph 8, it is shown that the slots have risen to 642. That leaves us confused. We want this clarified during the Committee of the whole House stage. They should clarify to us what they intend to achieve. I support the Report on the issue of chairmen not heading other committees. ...

committee. On page 10, the Committee made the suggestion that Standing Order 174 be amended except as the House may otherwise resolve, on the recommendation of the Committee on Selection of reasons to state the limits a chairperson or vice-chairperson can serve. I would suggest that we have the House leadership committed so much. Today people can be magnanimous enough to not take slots in committees. How about the future? You may get a Chief Whip who may want to be chairman of a committee. I would say that we amend it since the Standing Order is for posterity. Let ...

Thank you, Hon. Speaker. Given that Hon. Maoka Maore is elderly enough, I thought that there was a strong point of order from his side. Hon. Speaker, allow me to proceed and support the Motion as it is with regard to the 22 constituencies and the Members. Let it be done immediately. We need not take time the way ours which were cited earlier on have taken before they were gazetted. So, I urge the Leader of The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the ...

the Majority Party to move with speed and ensure that this small number is gazetted as soon as possible. I have been impressed by the manner in which both the Leader of Minority Party and the Members of the other side have responded to this. This has shown one major issue, that is affecting our course. We must align ourselves with the 2015 NG-CDF Act and the 2013 CDF Act. I want to challenge the other side; this can only be done through the NG-CDF Committee. Once the Committee is constituted, we are able to address what is affecting the ...

Thank you, Hon. Temporary Deputy Speaker. At the outset, allow me to state that I have been a cane farmer since 1984 when I signed my first contract with Mumias Sugar. Those are many years and what I have gone through for the last 10 years is total suffering to an extent that we are absolutely not able---
