  • 25 Jan 2017 in National Assembly: Let me also start by wishing all of us, you included, a happy New Year 2017. Secondly, I would like to generally agree with what most of the Members have said. I would also like to ask my sister, Florence, to look at certain aspects. They could be controversial, but that is why we are in this House. One of them is if a woman is raped, there are many consequences. She will suffer physical injuries, psychological injuries, but more importantly she could become pregnant. I have not seen her address that part. We need to look at that and ... view
  • 25 Jan 2017 in National Assembly: Those are things I look at and say; let us not make it sound that the law is so rigid that it stops us from living. We are social animals and we interact. That is how we get to meet our fair halves. Thank you. view
  • 1 Dec 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me add one or two words on this Bill. First, I agree with it and second, as I you know and when I am listening to the Member of Parliament from that area, he is saying that people agreed. As you know and most of us are Christians, we have a saying in the Bible that “The voice of the people is the voice of God”. So, if the people agreed, that is the way to go. But generally, as we look at these headquarters, be they at the county or at the ... view
  • 1 Dec 2016 in National Assembly: Secondly, it reminds me of my sub-county of Likuyani. When we were thinking of the headquarters, we set it up in Kongoni not because of anything else but because it was fairly central and at that time that place was not developed at all, but over a period of time, the last three years or so, there is now a great difference from what it was three years ago. Thirdly and finally, it is important that as we look at the headquarters, it is important to tell the leadership of the counties that they need--- Probably, as we go forward, ... view
  • 30 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Before I say one or two words on this Motion belated as it may be, let me join the world leaders in sending my condolences following the demise of Fidel Castro, the leader of Cuba. As a medical doctor, I commend Fidel Castro for having put together probably the best health system in the world. As doctors and for what he did, we will really miss him. view
  • 30 Nov 2016 in National Assembly: Hon. Temporary Deputy Speaker, I support this Motion. Since I was in the 9th Parliament when the FPE programme was set up for the very first time, I would like to say that if it were not for the late Saitoti, I do not think the programme would have picked up and be implemented as smoothly as it was. Over the years, obviously, we have had challenges. Some of the challenges are what this Motion wants to address, the challenges of managing FPE Funds. Let me frankly say that sometimes it is very difficult for old habits to die. I ... view
  • 30 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I was just relating an incident which we find very odd. I was sure in most constituencies, Members of Parliament have encountered where teachers demand that pupils should pay money for lunch. When pupils do not pay this money, they are sent home and yet the Government has paid for their tuition in primary schools and in secondary schools. The funds for subsidised secondary school education are first and foremost paying for tuition. I have asked teachers and we have had arguments on this. If the parents of a child have not paid The ... view
  • 30 Nov 2016 in National Assembly: for lunch, the best thing you can do to the child is not give them lunch, but let them learn. When you send this student or pupil home, he is going to miss two things, one that has been paid for by the Government, which is tuition, and second, that lunch you are talking about. Somehow we can get this to percolate. You find in the morning children with same uniform, there are those going to school and there are those going home. They keep passing one another on the way. If the FPE funds were being used prudently, I ... view
  • 30 Nov 2016 in National Assembly: Hon. Temporary Deputy Chairman, I want clarification on part (b) of the proposed amendment. view
  • 30 Nov 2016 in National Assembly: I meant Sub-clause (2). Why are they deleting the word “unfavorable” and substituting therefor the word “unfavourable”? view
