  • 15 May 2007 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am aware that Cheptalal Sub-District Hospital has never been downgraded to a health centre. The facility was declared a Sub-District Hospital in 1999, but there has never been a formal gazettement of the same. Therefore, the facility cannot be allocated funds through an AIE before it is gazetted. (b) As stated in "a" above, plans are under way to gazette the facility as a sub-district hospital since it meets the requirements. Its physical structure and equipment can comfortably cater for a sub-district hospital at the moment. view
  • 15 May 2007 in National Assembly: Mr. Speaker, Sir, gazettement must start from the ground. The DDC must tell us the situation on the ground and then we will gazette it. We do not gazette it from the headquarters. We must get the information from the ground and it must come from the DDC. view

At the moment we have staff, equipment and drugs that are serving people. What is left is the process of upgrading it to a sub-district hospital. I would like the hon. Member to go home and call his District Development Committee and let them write to us formally and we shall do it. view

I have continuously offered Bureti Tea SACCO technical support in terms of planning, direction and supervision, inspection of the SACCO activities besides organising education and training programmes. Whereas in terms of financial support my Ministry does not directly offer this facility, I have continuously approved the loan borrowing facilities for the SACCO. Thank you. view

Member that the current committee that came in place on 14th May, 2006, has done commendable work. Right now, we can say that the SACCO in question, if I may borrow the American words, is out of the woods. The District Co-operative Officer (DCO) is working very closely with the present committee.   • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, as you know, the Co-operative Act came into place in 2004. One of the areas that we are pursuing, is to make sure that the committees liaise very closely and co-operate with the members before they make any serious decisions. In terms of the SACCO that we are talking about, like I said, most of the problems were because of the irregular lending, internal borrowing and loan defaulting. Since the current committee came into place, we are happy to note that all the challenges have been addressed. view
