  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I have Questions that were asked in 2003 and 2004 on the same subject. The answer I have given today is not contradictory. What I am telling the hon. Member is that, apart from all the other facilities, a sub-district hospital needs to serve a certain population. It is not just any health centre that will be upgraded to a sub-district hospital. Bura does not have the population to warrant the Bura Health Centre to be upgraded to a sub- district hospital. Its catchment population is only 21,000. For it to be upgraded to sub-district hospital, ... view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, that allegation is not true. We give ambulances according to the amount of work and distances from the nearest hospitals. For the benefit of the House, before the end of this month, we will acquire 115 ambulances. We are going to give every district an ambulance. We are also considering giving them to the faith-based hospitals. In fact, some of them are at the Ministry Headquarters. We want to flag them off before the end of this month. view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I am not saying that it is his responsibility to build a hospital. In fact, most health centres do not have theatre facilities. Those facilities are November 8, 2006 PARLIAMENTARY DEBATES 3511 mainly in the hospitals. Bura Health Centre is doing its work adequately. In case of any emergency cases, it has an ambulance to transfer patients to the district hospital which is only 50 kilometres away. view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, on Wednesday last week, while answering Question No.384, Prof. Anyang'-Nyong'o asked me to lay on the Table of the House bids and tender documents for Rural Health Project II that was done. I am glad to lay these documents on the Table. view
  • 8 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I also rise to support this Motion before us, and say a number of things. First, as we are all aware, fuel prices have literally hit the roof. As the Motion rightly puts it, once fuel prices go up, virtually prices of all other products go up. Even though the world crude oil prices are steadily falling, oil companies in this country have not found it prudent, and are not mindful of the welfare of the majority of Kenyans who are poor, to lower the prices of petroleum products in tandem with the ... view
  • 8 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I hope they will look at the HANSARD. They should move with speed and bring an amendment to the Petroleum Act so that we can do what I think is only right at the moment; to introduce price control and protect the majority of our people who live in absolute poverty. I will go further to add that we need to introduce price controls on maize and wheat, because those are industries that will protect the majority of our people who are poor. Finally, I would like to say one thing about the ... view
  • 8 Nov 2006 in National Assembly: You are very right, Mr. Temporary Deputy Speaker, Sir; I am speaking as the Member for Lugari. Finally, I wanted to say something about the fuel levy and the money that goes to each constituency for making roads. Again, I think it is a bit disturbing for Members of Parliament that we passed a Motion that this money should be combined together with CDF so that we can manage it, but up to now, this has not been done. It is something that causes a bit of concern, especially to the residents of Lugari Constituency, because we feel that we ... view
  • 8 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to add my voice to this debate. At the outset, I would like to say that I support the Bill for various reasons. First, this Bill is going to enable this country to tackle the two main problems that confront us. One of these problems is poverty. As the Minister rightly put it, now close to 60 per cent of our people live in absolute poverty. This Bill is also going to open up avenues for employment and put money in people's pockets. I would like to join ... view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The mode of procurement of drugs for Rural Health Project II was international shopping, which was stipulated in the known agreement No. F/KEN/RUR-HEA-2/98/25 between the Government of Kenya and the African Development Bank. (b) A total of 13 firms were proposed and procured the tender document. Only 11 firms returned their bids; four bids were non-responsive. Out of the seven firms, the lowest and most responsive bidder was M/s Don International Kenya Ltd. The cost of the drugs was Kshs28,961,153.60. view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I was not requested to bring the tender documents. If I was requested to do so, I would have brought them. But the Question does not ask 3326 PARLIAMENTARY DEBATES November 1, 2006 me to lay the tender documents on the Table. So, I do not have them, but if you gave me time, I can avail them to the House. view
