On a point of order, Mr. Temporary Deputy Speaker, Sir. You heard the hon. Member say very clearly that there are dangerous chemicals that are used. When we talk about "genetically modified", we are modifying the genes of an organism. Is he in order to mislead this House that there are chemicals that are used?

Mr. Temporary Deputy Speaker, Sir, the way I understand "genetically-modified" is that you modify the genes of an organism to be resistant to a particular problem that you are trying to solve. But it is not applied in a blanket manner. You cannot say that it will be resistant to all insects; for example, the "Osama" pest in maize. We are looking at one particular organism. But as far as I know, there are no chemicals used; it is just modifying the genes of an organism.

It is a point of order, Mr. Chairman, Sir. Is it in order for the Minister to mislead this House that when you travel home, you do not travel extensively within the constituency?

Thank you, Mr. Chairman, Sir, for giving me this chance. I will be very brief. I want to talk about the Value Added Tax (VAT), specifically about the tax registers. I have always thought that probably the best way to collect the VAT is to collect it at the source. There are only two ways through which we get goods into this country. The first one is through production, for example, the Kenya Breweries produces beers and secondly, through importation. I can never understand why we do not levy VAT at that level. Maybe when the Minister stands up to ...

Thank you, Mr. Temporary Deputy Speaker, Sir. I also stand to support this Motion and say one or two things. First, the other day when I was contributing on the Budget Speech, I congratulated the Minister for Finance for having not factored in donor money in the Budget. However, on second thought and when I saw what is happening in my Ministry, I would like to say the following:- Mr. Temporary Deputy Speaker, Sir, although many people have complained about the shortage of staff in the Ministry of Health, the Ministry of Finance has not been very fair to us. ...

Mr. Temporary Deputy Speaker, Sir, for the benefit of the hon. Members who keep on asking about new health facilities, I would like to say this: We still use the District Development Committee (DDC). I urge all hon. Members, who have new health facilities, to give information about them, through the DDCs, to our Medical Officers of Health, the Provincial Medical Officers and the Director of Medical Services. I can assure you that if that is done, we will register all new health facilities. We will then send to them health workers and equipment. The other thing that I would ...

Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support the Budget proposals that were read by the hon. Minister for Finance. I would like to commend the Minister for not factoring in donor funding in this year's Budget. If Kenya was a human being, we could say that it is 43 years old. I think we are old enough to stand on our own two feet. I think it was a bold move by the Minister and his predecessor to stop relying on donor funding. One thing with donor-funding is that, it comes with all kinds of conditionalities. ...

Thank you very much, Mr. Temporary Deputy Speaker, Sir. I also rise to support this Motion. First of all, I would like to wholeheartedly congratulate Mr. Oloo-Aringo for having come up with a Motion that will, in my view, fight poverty in this country. Mr. Temporary Deputy Speaker, Sir, I was a bit disappointed by excuses given by the Minister for Finance. I would like to say that as a country our biggest problems ahead of us at the moment are poverty and unemployment. If we can tackle the two problems, we will be on the right track. I am ...

Mr. Speaker, Sir, I beg to reply. (a) I am aware that some of the intern doctors and dentists have not been paid. The Ministry has processed payment for 231 doctors. (b) The Ministry has not paid 175 doctors because they have failed to provide the required documents. (c) The Ministry is awaiting the documents to request the Directorate of Personnel Management to provide personal numbers.
