I will pick up from what the gracious lady said as I was walking in. As a medical doctor the biggest mistake that we made in this country was to devolve health to counties. Health is so crucial that it should have been handled in the same way we handle education and security. It should be under the national Government. Finally, I laud the Government for having come up with the Universal Healthcare System. I want to congratulate the counties which have rolled out some form of universal health care like Makueni. I want to urge other counties and especially my county Kakamega which is the largest rural county in this country that they are late and need to start the NHIF for the people as soon as possible. In terms of training it will be prudent and equitable for the Government to ensure that every constituency has a medical training college to train our nurses.

Thank you, Hon. Temporary Deputy Speaker. I do not understand. We are looking at the new clauses and we did not start from the beginning. We need to be educated and know what is going on. So, we should start from the beginning and not from Clause 99I. That can be explained to us by the Leader of the Majority Party, so that we can understand. Otherwise, we should start from the beginning.

I agree with the spirit of this amendment. The only area that I have a bit of problems with is, unless you can deal with the two amendments to clauses 145 and 147, then there will be a bit of a hitch there. Otherwise, I agree with the spirit of the amendment, so that we have monopoly. And let us make it in mandatory terms so that we do not give discretion of “may” everywhere. I do not know how the Mover is going to deal with the two areas, clauses 145 and 147. Thank you.

Thank you, Hon. Temporary Deputy Chairman. Sorry I might be seen to be taking some people back but when you look at these headings. One talks about Energy and Petroleum another one is about Energy Regulatory Authority. Yet you are amending by removing the word “Commission” and putting the word “Authority”. So in the end you are going to end up with Energy Regulating Authority. You have left out “Petroleum”. Maybe the Chair can clarify especially in areas where he is saying remove “Commission” and put “Authority”.
