Thank you, Mr. Temporary Speaker Sir. I will be brief on my contribution to this Bill. First, I would like to thank Sen. Nyamunga for coming up with this Bill. As my colleague, Sen. (Dr.) Mwaura, has said, I wish that this Bill had come into this House earlier. Having said that, I would like to make three observations. One, one of the biggest problems that we have in our counties is in terms of development. I do not know whether the mentality of county governors is a product of incompetence or it is a default setting. If they do ...

That cannot happen in a situation where we have county governors whose major source of funding is money from the National Treasury and Planning. That can never happen. County governments must exploit resources found within to develop and create jobs for their people. Mr Temporary Speaker, Sir, I am very sure that when Sen. Nyamunga was drafting this Bill, she must have thought about a Bill that she really supported, the Mung Beans Bill that I pushed through this Senate. I continually thank Senators for passing it. Mr. Temporary Speaker, Sir, this Bill speaks to a principle that is very ...

Mr. Speaker, Sir, I stand in support and solidarity with the Petitioner, Ms. Julia, on this matter of leave absence from work denied to women who have had the misfortune of miscarriage. It is true that the Employment Act is clear on maternity and paternity leave. According to the Act, parents who are blessed with children are given some sufficient time to celebrate and attend to the newborns. I am impressed by the thinking of this Petitioner that a mother who has miscarried would actually require a lot more time for both psychological and even medical attention. The prayer by ...

Mr. Speaker, Sir, I have heard my colleague, Sen. Murkomen, saying that he has gone through the report. I request you to give a direction that copies of that report be made available physically so that we can also appraise ourselves. If there are no amendments proposed by the Committee, those of us who have amendments to propose can be guided by you.

Mr. Speaker, Sir, I also join you in wishing my colleagues and yourself a happy new year, 2022. As we commence the final leg of this session of the Senate, I hope that we will engage in a manner that instills confidence among the Kenyan population. On this Bill, it is true that it has been read the first time. At times talk is cheap. Many a time, we refer to ourselves as the “Upper House.” An opportunity has presented itself to us, through this Bill, that we must demonstrate to this country that indeed we are the “Upper House”. ...

On a point of order Madam Deputy Speaker. Thank you for that direction. Now that you have spoken on it, I will not dwell on it. For the record, public participation on Bills is not an option that a Committee or anybody has when it comes to preparation of Bills. I actually wonder how then a Bill that has received public participation has not been considered to be listed for Debate or Third Reading. Madam Deputy Speaker, you said we bring issues related to Bills listed here, but mine is not listed here. I want the Chair of the Committee ...

Thank you, Madam Deputy Speaker. I brought a Constitutional Amendment Bill, which went through the First Reading on the Floor. I am worried that public participation on that Bill has not taken place. You know these Bills are timed and we could very easily overrun the time; the 90 days given for public participation on this issue. Just to request the Committee through the Deputy Speaker to consider the constitutional amendment Bill that went through First Reading of the Floor and fast track public participation so that it can come for Second Reading. Madam Deputy Speaker, lastly, I would be ...

Thank you, Mr. Speaker, Sir. I rise to add my voice to the Report of the Standing Committee on Finance and Budget on the 2022 Budget Policy Statement. Coming just after Sen. Murkomen has waxed very strongly on Pharisees and Sadducees, and he is not even listening to what I am saying, but I would not walk the path of Pharisees. I will make a statement on what I think should have happened but has not happened.

I thank the Committee led by Sen. Kibiru for a job well done. I have taken time to go through their recommendations and observations and I think they have really captured many things that would make a lot of sense to Kenyans if not all Kenyans. To begin with, I want to address myself to the issue of the five policy priorities that have been identified in the 2022 Basic Payment Scheme (BPS). Just a run down of those priorities, they have captured agriculture, health, social protection, environment and transport. The saying that agriculture is the backbone of our economy, ...
