Thank you, Mr. Speaker, Sir. I join you and my colleagues in congratulating Sen. Ngugi on being nominated to sit among us in the Senate. I encourage him with two words. One, it is a privilege to serve and make a positive impact on the lives of the people that he represents in this House. Sen. Ngugi has been nominated to represent the youth category in the country. It is a huge population that feels left out in a lot of decisions about them. This is because some decisions are made about them without them. This is the House where ...

Thank you, Mr. Temporary Speaker, Sir. Let me begin by thanking my friend, the Senator for Wajir, for coming up with this amendment Bill on matters health. The Fourth Schedule of the Constitution of Kenya, 2010, is very clear; that healthcare services are a county government function. A lot of action in the health sector takes place in counties. Our duty and role under Article 96 of the Constitution is to take care of the interests of counties and county governments. Therefore, one of the things that this Senate must be very clear about is our engagement in making the ...

clarity on the career progression path for doctors and medical personnel serving in our counties. Mr. Temporary Speaker, Sir, this is a national legislation, but it affects operations in every county, including Kitui. Some things that happen in the health sector in my county and other counties are laughable. I hope that this proposed legislation will cure some of this mischief. The other day, the doctors’ remuneration, which this Council is supposed to be advising counties on, doctors and nurses and medical personnel in my county went on a strike. It is a constitutional right. When they were going to ...

Madam Temporary Speaker, I thank you for giving me this opportunity to weigh in on this important Bill. I would like to begin by thanking the National Assembly for debating and passing the Public Private Partnership Bill (National Assembly Bills. No. 6 of 2021). I also take this opportunity to thank the leadership of the Senate for introducing this Bill for debate in this Chamber. It is very encouraging to see that at a time such as this, we are now debating a mechanism to give effect to Article 227 of the Constitution which speaks to procurement of public goods ...

All in all, I am in support of this Bill. I hope the Senate will pass it and once it does, then the initiative that has started as PPP will end up as PPP and not as other initiatives that change course midway to serve other interests that are not public. With those remarks, I support.

Thank you, Madam Deputy Speaker. I actually thought that Sen. Cherargei would stand in defense of his own name. I heard Sen. (Dr.) Langat asking the Deputy Speaker to protect him from “this noisemaker, Sen. Cherargei.” Is Sen. Cherargei saying that he is a noisemaker in the House?

Madam Temporary Speaker, I have heard Sen. Were say something about me, but I will not repeat it. I take this opportunity to thank, Sen. Omanga, who has declared herself the most active Senator in the Chamber. She is active and for good reason. Article 37 of the Constitution of Kenya 2010 guarantees every person anywhere in the country a right to assemble, demonstrate, picket and present petitions to public authorities. First, picketing is not a crime. It cannot be that the price for picketing is loss of life. The Act that establishes the National Police Service (NPS) gives officers ...
