Mr. Speaker, Sir, the matter being discussed on blackouts and KP is, probably, a matter that affects everyone in this House. It will be unfair to give these two Senators from the North Eastern region and leave out the rest of the country. Mr. Speaker, Sir, this is a national crisis. You may want to revise your direction and, perhaps, allow a few more Senators to ventilate on this matter.

Mr. Speaker, Sir, I am on a point of order. As the Managing Director (MD) of Kenya Power Company and the CS for Energy appear, they should be accompanied by the MD of the Kenya Electricity Transmission Company (KETRACO). That is where the problem lies. Thousands of transformers were imported, but they are not functional.

Mr. Speaker, Sir, I respect the sentiments expressed by Sen. (Dr.) Musuruve on the matter of the training of Vets to offer animal extension services. I sit in that Committee and would encourage Sen. (Dr.) Musuruve to read the Report and then maybe raise any issues because what she is asking has been properly covered in that Report. I thank you.

The idea that everything that does not seem to be working should be given to the military to manage is very dangerous. As the son of a military man, I know that the military is best kept in the barracks. Their engagement with civilian activities should be very measured and with clear objectives. Gov. Oparanya is known for reckless statements. He appeared before the Special Committee on Managed Equipment Scheme (MES) and made very weird statements, including that he signed the MES project for Kakamega because chiefs and assistant chiefs were threatening him at funerals. Madam Deputy Speaker, this is a man who last year went to bed with the national Executive and sold counties at Kshs316.5 billion, when the Senate was stuck at Kshs335 billion.
